Vietnam Energy Efficiency Standards and Labelling Project supported by the Australian government
Energy efficiency standards and
labeling project have been implemented by a lot of countries. Australia
is one of the countries that successfully implement these activities
through the E3 program. In Vietnam, starting 2013 the Government will
deploy the mandatory energy labeling program for four targeting groups
including home appliances, industrial equipment, office equipment and
transport facilities.
Energy efficiency standards and labeling
are ones of the main activities to promote energy efficiency and
conservation of Vietnam in the near future. Policies, institutions and
mechanisms for implementation of energy efficiency standards and
labeling have been specified in the Law on energy efficiency and
conservation and under Law documents. This is an important legal
framework to promote energy labeling activities in the future.
At
the workshop, Mr. Phuong Hoang Kim, Director of Department of Science
Technology & Energy Saving and Energy Efficiency and Conservation
Office, Ministry of Industry and Trade said "Like many other countries,
in implementing energy efficiency labeling, Vietnam also encounters
issues such as: compliance inspection and control of the subjects
participating in the energy labeling program; formulation of policies
that attract and encourage manufacturers, importers of energy
efficiency labeling vehicles and equipment; capacity of laboratories
and etc... The support of AusAid through the energy label project is
especially important in the context of Vietnam today. I am confident
that, with successful experience in implementing energy labeling
program in Australia, specifically the E3 program, the project will
help Vietnam address the above issues. "
Ms. Melanie Slade, Head
of Australian Climate Change and Energy Efficiency Department said,
AusAID has implemented similar projects in several countries around the
world. "We will share the experience of Australia and experience in
implementing energy efficiency in other countries to share with
Vietnam. We hope that this experience will help Vietnam to deploy the
energy labeling program most effectively. "
Target beneficiaries
of the project is the manufacturer, facilities and equipment importer
and consumer. The overall objective of the project is to contribute to
reducing CO2 emissions into the environment, reducing climate change.
The
project sets out specific objectives that include: Improving the energy
efficiency of equipment which will ultimately contribute to reduction
of expenses for the nation, for business and for every household; Slow
down the demand increase for electricity and limit investment in
construction of power stations; Increase business competitiveness and
economic benefits for enterprises and create more job opportunities for
the people.
At the workshop, Mr. Phuong Hoang Kim also expressed
his sincere thanks to the Agency for International Development
Australia to Vietnam for assistance in the field of energy efficiency
standards and labeling. The project will create the foundation for
effective cooperation between Vietnam and Australia in the field of
energy saving.
