Realizing vision towards sustainable green agriculture development

Agriculture plays a particularly important role in ensuring food security, social stability and livelihoods for over 60% of the population living in rural areas, contributing 14.85% of Vietnam's GDP. Despite the impact of the Covid-19 pandemic and climate change and natural disasters, Vietnam's agriculture maintains a positive growth rate of 2.68% in 2020; The past 9 months of 2021 maintained a growth rate of 2.74%. Therefore, the role of the agricultural sector becomes specially important in the context of the "new normal" in terms of economy, society and environment.

Despite this, Vietnamese agriculture is facing a number of major challenges. It can be mentioned that the competitiveness of small-scale producers is still limited due to the negative impacts of climate change and agricultural diseases. This is the basis for the Ministry of Agriculture and Rural Development to draft the Strategy for Sustainable Agriculture and Rural Development to 2030, with a vision to 2050, which is expected to be submitted to the Prime Minister for approval by the end of this year.
Therefore, the strategy aims at restructuring the agricultural sector, developing the rural economy, associated with building new rural areas; at the same time, it is relevant to three sections: "Ecological agriculture", "Modern countryside", "Smart farmers".
The agricultural sector identifies the requirement to switch from "production thinking" to "economic thinking", towards the "green values" created from "green transformation, green consumption, green economy" - Minister of Agriculture and Rural Development Le Minh Hoan emphasized the above content when speaking at the Conference held on October 8.
In parallel with the goal of maintaining and improving productivity and output, agriculture needs to develop integrated "multi-valued" products in terms of economy, society, indigenous culture, landscape and environment.
The agricultural sector also determines that it is necessary to create many new values ​​for products based on the effective exploitation of scientific and technological resources, innovation and digital transformation, instead of the reality of the agricultural industry's growth based on labor-intensive, natural resource-intensive.
Resources for the implementation of the New Strategy will be mainly based on "Unlocking institutions - Unleashing resources", strengthen public-private cooperation in the overall coherent and harmonious development of "State - Market - Society". Mobilizing capital from the community, cooperatives, and partner businesses will be the basic solution, in which investment in the form of Public - Private Partnership (PPP) is an important tool.
The Ministry of Agriculture and Rural Development assessed that the implementation of PPP Working Groups in the commodity sector has brought positive and encouraging results. Up to now, many demonstration models of sustainable, environmentally friendly farming have been created and income for farmers has been increased;  create a number of value chains associated with quality products that meet the standards of the import market...
Thereby, the implementation contributes to improving competitiveness and added value; expand the market for commodity agricultural products, improve the livelihoods of farmers.
On the basis of the "New Vision in Agriculture" initiative of the World Economic Forum (WEF), the PPP model has been institutionalized into the Sustainable Agriculture Development Partnership of Vietnam (referred to as PSAV), Currently, eight PPP working groups are being deployed, including: Coffee, tea, vegetables, seafood, rice, pepper, livestock and agrochemicals, with the participation of 120 national and international organizations and companies, industrial associations, research institutes, international and non-governmental organizations.
