Promoting ASEAN cooperation towards sustainable development of mineral exploitation

On October 6, the 21st ASEAN Senior Officials Meeting on Minerals (ASOMM) and Working Groups were held in an online format, which was chaired by the Ministry of Natural Resources and Environment and assigned to the General Department of Geology and Minerals of Vietnam. The meeting was conducted in Hanoi and from the online system in 10 ASEAN countries and the ASEAN Secretariat. Deputy Minister of Natural Resources and Environment Tran Quy Kien chaired the Conference.

In Vietnam, the conference was attended by units of the Ministry of Natural Resources and Environment and a number of local ministries and branches such as the Ministry of Industry and Trade, the Ministry of Foreign Affairs, the Ministry of Construction and a number of mineral enterprises.
Speaking at the opening of the conference, Deputy Minister of Natural Resources and Environment Tran Quy Kien said, within the framework of ASEAN cooperation, we have witnessed many cooperation activities on mineral exploitation that have been implemented and achieved remarkable results. That is the successful development and implementation of the ASEAN Cooperation Action Plan on Minerals for the period 2016-2020 (AMCAP). In which, 4 AMCAP working groups were established to implement the objectives of the Master Plan. In addition, step by step, we jointly build and present our views on sustainable mineral exploitation at conferences around the world. AMCAP is continuing to be updated and implemented for the period 2021 - 2025.
On the other hand, we have also paid attention to, discussed, agreed and implemented other cooperation contents such as: ASEAN Geopark Program, ASEAN Community Mining Award Program, promoting effective management in the region towards environmental protection and sustainable development.
Through the 21st ASOMM, Deputy Minister Tran Quy Kien wants to promote ASEAN regional connectivity, improve adaptability and take advantage of the opportunities of the Industrial Revolution 4.0. Accordingly, extensive economic links and comprehensive connectivity; promote sustainable exploitation towards environmental protection and economic, financial and social inclusion on the basis of innovation and application of digital and new technologies; continue efforts to close the development gap; building high-quality human resources in mining; green environment….
Recognizing this role and importance to the development and prosperity of the country, the Ministry of Natural Resources and Environment, Vietnam wishes to promote sustainable cooperation and linkage in the ASEAN community.

Mr. Le Quoc Hung - Deputy General Director of the General Department of Geology and Minerals of Vietnam said that the conference program consisted of 2 sessions: The first session focused on recommendations from conferences held in 2021, which are about sustainable mineral exploitation; The second session focused on discussing contents to move forward through the ASEAN cooperation action plan on minerals and updating the progress of implementing priority economic solutions in the mineral sector in 2021.
At the Summit, the delegates focused on discussing the main contents such as: Recommendations for implementation from the ASEAN Conferences; cross-cutting issues; implementation of the ASEAN working plan on minerals; updates on cooperation with the intergovernmental forum on mining, minerals, metals and sustainable development (IGF); progress report on project to strengthen ASEAN cooperation in minerals (SACM); Report of the ASEAN Mining Association.
The Conference noted the results of the End-of-Term Review for AMCAP-III Phase 1 reported by the ASEAN Secretariat at ASOMM 20 in December 2020, as well as the report of ASOMM 21 completing the remaining solutions of the Phase 1; highly appreciated the implementation of the work plan for 2021 by four ASEAN mineral working groups, which are considered the key plans in ASEAN mineral cooperation in 2021, through which, obtain the approval of AMCAP-III phase 2 , guiding ASEAN cooperation in the mineral sector under the ASEAN economic master plan 2025 for the period 2021-2025.
At the same time, ASEAN is committed to mineral cooperation towards promoting the region to become a destination for mineral investment and investment construction in all stages of the mineral value chain, in which, focusing on promoting investment invest in mineral exploration and assist in estimating reserves and resources in the ASEAN community, including: organizing policy-making workshops to define policies, regulations and governance standards to attracting investment, promoting sustainable mineral development in the region.
