Binh Thuan proposed preferential policies for wind power

Thinh said that in order to develop wind power, meet the target of Vietnam's renewable energy development strategy until 2030 with a vision to 2050 and the commitment of the Prime Minister at COP21 Conference, it is necessary for the Government to revise the policy on wind power development based on the analysis of a sample project and the actual situation when developing wind power projects in Vietnam.
 
In addition, according to Mr. Thinh, Vietnam should refer to the price of wind power in the region, in the world to adjust the purchasing price of wind power, as well as preferential policies and investment flow direction. 
 
Along with the roadmap for raising electricity prices, the government needs to raise the purchasing price of wind power - because the current price of wind power in Vietnam is the lowest in the world.
 
Binh Thuan is the first province in the country to have approved wind power development plan, and many wind power projects are waiting for capital, so Thinh suggested the Government to issue direction policies of preferential loans to invest in wind power projects in the area. In addition to the tax incentives regulated in Decision No.37/2011/QD-TTg, it is expected that the Government will allow the wind power projects to be exempt from land use fees.
 
According to the Vietnam Energy Journal, in the wind power development Plan in Binh Thuan province, with the target of 2020, the total installed capacity of approximately 700 MW, with corresponding wind power production of approximately 1,500 million kWh. By 2030, the installed capacity is expected to reach 2,500 MW, with the corresponding wind power production of 5.475 million kWh.
 
Currently, there are 19 wind power projects in Binh Thuan province, with a total registered capacity of 1,192.5 MW, approved by the provincial People's Committee in charge of surveying, studying and issuing investment certificates, investment policy.
 
In the 19 projects, 9 projects have been granted by the provincial People's Committee an investment certificate, a decision on investment policy, with a total capacity of 397.5 MW; The profile of 10 projects are completed according to suggestions of departments, localities to apply for decision on investment policy with total registered capacity of 671.5 MW.
 
Up to now, three projects have been put into operation with the total capacity of 60 MW, including: Phong Dien 1 Project in Binh Thuan province (Phase 1: 30MW), Phu Lac Wind Power Project (Phase 1: 24 MW), Phu Quy Wind Power Project (6 MW); 1 project is under construction (Thuan Nhien Phong wind power project with the capacity of 32MW).
