Circular No. 19 of energy consumption norms in beer an beverage production industry

Circular No. 19 was enacted for the purpose of creating a legal framework as the basis for the implementation of energy saving and efficiency in the brewing industry and beverage, regulation of energy consumption quality and compliance requirements for the production facilities in the industry.

Specifically, Circular No. 19 makes the energy consumption standards applicable to all establishments producing beer and beverage (excluding mineral water production facilities and pure water) in two stages, each 5-year period: from now until 2020 and from 2021 to the end of 2025. in addition, Circular No. 19 also provides methods of determining the energy consumption rate for beer production base in the Annex I and for the production base of beverage in Annex II of this Circular.

For organizations and individuals that activate in the beer and beverage industry, are required to plan following the provisions of Article 5 of the energy consumption norms for beer and beverage industry. According to Annex VI, the production facilities have a responsibility to report on the implementation of the energy consumption of their establishments to the local Department of Trade and the General Department of Energy before the annual January 15.

Besides, energy consumption rate of the factory beer and beverage from the 2016 period prescribed end 2025 should not exceed the level of energy consumption in Paragraph 1 and Paragraph 2, Article 5. In case of some plant which has higher energy consumption rate per period, they have to establish the measures to improve energy efficiency and carried The beer and beverage manufacturing facilities did not make statements or energy consumption rate at the time the regulations are not achieved and failed to produce the viable plans following the norms which is prescribed in Article 5 of Circular No. 19, will be sanctioned in accordance with current legislation.

The contents of Circular No. 19 is not only directed to the beer and beverage manufacturing facilities, but also the agencies, organizations and individuals active or involved in this industry.

According to Circular 19, the General Department of Energy serves as the lead agency, have also worked together with the authorities concerned to conduct guided other organizations to monitor and check the periodic monitoring content deployment situation Circular No. 19.

In addition, the local Department of Trade and Industry can coordinate with the General Department of Energy under the roadmap implementation of Circular No. 19 in their respective localities to ensure the implementation of energy saving and efficiency. Under the provisions of Annex V, the provincial Department of Industry and Trade is responsible for review and report on the implementation of energy norms brewing industry and beverage locally to the General Department of Energy and the Ministry of Industry and Trade before January 31 annually.
