This opinion was discussed by many participants at the Seminar Workshop on "Developing solar power in Vietnam, opportunities and challenges" Clean Energy Association of Vietnam (VCEA) held on 21/9, at Hanoi.
According to the Association of Vietnam Clean Energy, Electricity Planning 7 (adjusted) showed that by 2020, every year we have to build solar power with 200 MW capacity, from the year 2020 to 2025, each year 600 MW installed over the next 5 years, every year to install 1,600 MW planned to reach. This is a challenge but also a huge market for companies involved in the field of solar energy.
According to Dr. Nguyen Huy Planning, representing the Clean Energy Association of Vietnam, at present, there are about 30 investors at home and abroad have begun working on setting up solar power projects with capacity from 20 MW to 300 MW on, concentrated mainly in the central region.
The project now has 3 solar power plant construction is ongoing. Some foreign investors such as South Korea, France, India has also registered the construction of solar power projects in the provinces of Thua Thien-Hue, Ha Tinh, Hau Giang, etc. Not only investors foreign and domestic investors are also beginning to research the market to invest in clean energy.
However, so far, the construction of solar power plants has only just begun. Biggest challenge for developing Solar power is far existing electricity tariff is not really attractive to investors. Investors still face many difficulties when investing in solar energy investments due to higher interest and the government has not issued price solar energy.
Besides, Vietnam is also a serious lack of systems research and specialized training on solar energy, a lack of regulations on the exploitation and utilization of solar energy and there is no mechanism to encourage the production of appliances, use of solar power in the country.
First needed to build and announced planned development of solar power, then soon announce purchase price of solar electricity, and mechanism rational national grid; promulgation of standards for devices using solar energy and perform quality tests to restrict circulation of poor quality products, in the right direction for the people of the efficiency of solar energy.
The government needs the power purchase price regulation of solar energy in a reasonable manner, in order to harmonize interests 3 sides: the investor (the seller) - EVN (buyer power) and development goals of green power Goverment. This purchase price should be adjusted flexibly according to the principle of diminishing the power invested in solar module prices fell by solar, etc.
Besides, additional government regulations and mechanisms to further encourage the production of solar power equipment in the country, raising the localization rate of solar power projects to gradually reduce electricity prices solar project.
The experts said that, while mechanisms and policies to support the development was enacted, will certainly encourage and help businesses to invest in the field of solar power, ensuring the development of "green energy" alternative fossil fuel sources. /.
