Using that budget, Quang Ninh will deploy 9 contents of industrial promotion program such as: Vocational training and communication; improving the management capacity and the application of cleaner production in manufacturing; assisting rural industrial establishments to develop investment projects and manage production processes; cooperating and coordinating in the development of industrial clusters,…

In particular, by 2020, Quang Ninh plans to train 920 workers for rural industrial establishments; support 135 turns of trainees to participate in training courses on business start-up; build 21 technology demonstration models; help 97 establishments to apply advanced machinery, equipment and 2 establishments to apply cleaner production in manufacturing.

Quang Ninh also spent a portion of implementation budget for the capacity building activities and the consultancy on the development of rural industrial establishments in public services; creating a foundation for the operation of industrial development consultancy; strengthening and accelerating communication activities about industrial promotion policies; increasing the number of rural industrial establishments that are aware of the benefits of cleaner production application; developing management processes and organizing the implementation of industrial promotion activities,...

In order for the industrial promotion program to meet the proposed targets, Quang Ninh will review the promulgated mechanisms and policies to adjust to suit the actual situation, increase the supportive funds to upgrade rural infrastructures and reduce unnecessary administrative procedures. In addition to the incentives prescribed by the Government, the industrial establishments that have invested in rural areas also have the right to receive some special schemes according to investment incentives, such as: attracting investors to support the infrastructures of industrial clusters, making financial support for vocational training,… Quang Ninh also organizes capacity building for staffs, gradually arranges staffs to become industrial promotion collaborators in communes, wards and towns.

The province encourages enterprises, rural industrial establishments to research and utilize the advancements of science and technology, to innovate and apply advanced technology in waste processing and environmental pollution treatment, to accelerate cleaner production programs in industry, to actively instruct and guide industrial establishments to comply with the state regulations on environmental standards. 

Newly-built establishments must strictly implement the assessment on environmental impact and waste management. Currently-operating establishments have to regularly inspect, monitor and timely treat the cases of violations. Rural industrial establishments which have greenfield investments or relocate into industrial parks / industrial clusters will also receive many benefits from preferential policies of the province.
