In the period of 2011-2015, along with increasing manufacturing of key industrial product such as steel, phosphate, cement, bricks, Ninh Binh province also approved several projects to go into operation, notably automobile, fertilizer, electronic component manufacturing plants, etc, contributing to increase the industrial production value of the province by 20.2%/year.
In early 2016, Ninh Binh had two science and technology projects to be awarded the "Vietnam of scientific and technological creativity Awards, WIPO Award 2015", which is “Product transporting system from the ground to the ship" and "Equipment with simulation software of driving excavator".
However, in the period of 2005-2015, due to budget limitation, strengthening scientific and technological capabilities have not done much. Thus, in the period of 2016-2020, Ninh Binh province prioritize attracting industrial investment projects with high technology, clean technology. The province strives for 2% of the total annual budget to be distributed to science and technology activities. Some high-tech projects are focused on by the province including: Kyoei steel rolling Plant, Sanico Vietnam factory electronic component factory.
Currently, most of the projects with high technological content in Ninh Binh industrial parks are concentrated in the field of manufacturing electronic components, automobile assembly and ancillary industry for automobile industry, which bring big production value, high export - import sales.
One of the enterprise with high technology investing in Ninh Binh is Hyundai Thanh Cong automobile factory located in Gian Khau Industrial Zone. Mr. Nguyen Thuong Tin - branch director of Thanh Cong Group JSC said: "In order to improve productivity, product quality and reduce cost, the plant has upgraded most of the manufacturing line". In the upgraded lines of Thanh Cong JSC, hull welding lines was upgraded with main positions being improved to be entirely automated. Engineers and technicians of the plant has received and mastered new technology transferred.
Thanks to application of science and high technology, businesses in industrial parks in Ninh Binh province contributed to the provincial budget 1.500 billion VND in 2015, accounting for over 40% of the regular budget revenues of the province.
Besides attracting investment projects on high technology, Ninh Binh shall change the management mechanism on science and technology and strengthen the mechanisms and policies on attracting professionals, staff in charge of Science and Technology, invite national and international scientists to work in schools, science and technology institutions and directly involve in technology transfer programs, projects and contracts.
Ninh Binh province hopes that Ministry of Science and Technology shall strengthen guidance on the implementation of mechanism and financial policies to encourage enterprises to invest in science and technology activities, direct and guide businesses and local authorities to access to funding for technology innovation, development of science and technology.
