Ministry of Industry and Trade consider to eliminate legislation on energy labeling

Energy labeling program in the form of voluntary by the General Department of Energy, Ministry of Industry and Trade carried out from 2006 to 2011. Because it is voluntary at this stage less than 10 enterprises have registered to participate.

Starting in 2012, the program applies mandatory regime, the number of registered enterprises has increased rapidly. In particular, in 2012, with product code 665 certification and labeling; in 2013 this figure increased to 1,532 products; 2014 product code number rose to 2,655. Of these, 7 imported goods are certified and stamped as much as air conditioning, refrigerator, television, washing machines, electric fans, rice cookers and lights.

However, in the process of implementation, process certification and labeling are now complaining that make it difficult for them.

As reflected by the US Commerce Association in Vietnam (AmCham), Circular 07 issued in 2012 exist many problems need to edit. Specifically, to be labeled and certified energy consuming minimum energy efficiency, the manufacturer or the importer company must have samples checked by units designated by the Ministry of Industry and Trade. The inspection can take weeks, even months, depending on the product and the workload of the unit test, etc.

Not to mention the fact, most of the equipment manufacturers worldwide famous as Apple, Dells, Canon, Sony, HP, Samsung, etc. is applying international standards on energy efficiency. Products of the company have been checked out by the unit is recognized worldwide, before being put on the market. Therefore, the provisions required these products to check is unnecessary and inappropriate, especially in conditions of limited capacity and resources of the organization tested in Vietnam.

According to AmCham, check each shipment of samples of the same product is unnecessary and caused significant delays in the clearance and increase the cost to the manufacturer or importer company. This is a ridiculous claim is "variable" Vietnam into the first country in the world and the only test required for each shipment.

Before the reaction of businesses, Minister of Industry and Trade Tran Tuan Anh has directed the functional units immediately conduct a review of the contents of Circular No. 07 and related documents to amend, remove the inappropriate regulations.

While awaiting revised circulars, opinions units, the Minister of Industry and Commerce General Energy proposal requires immediate notification to businesses in parallel with improving workflow. Accordingly, instead of businesses lose too much time records and procedures, the General Department of Energy should be a mechanism for businesses to declare procedures information online.
