In order to implement the Energy Efficiency and Conservation Program, Hanoi effort to reduce 2% - 3% of energy consumption compared with forecasted demand, contributing to target of energy elasticity coefficient/GDP of 0.95% by 2020.
Hanoi will develop using models of new energy, renewable energy and clean energy such as biogas plant, solar water heater in energy using facilities and households. Incorporate the climate change response program and cleaner production program in the industry with the Energy Efficiency and Conservation Program to promote innovation of equipment with high-performance, resource saving and environmental protection technology in energy using facilities, developing the city's economic towards green growth and sustainability.
In addition, Hanoi will focus on developing equipment with high energy performance, supporting in the transfer of energy saving technology, green technology and clean technology through organizing the international exhibition on environment and energy technology in Hanoi. At the same time, the city will disseminate solutions, technology and experience on energy efficiency through conferences, forums and information publication. Develop households with the economical and efficient use of energy and build the habit of efficiently using energy.
Firstly, Hanoi will promote energy saving and efficiency in industrial production facilities at the Noi Bai Industrial Zone; Lai Xa- Kim Chung Industrial Complex and Truong An Industrial Complex in Hoai Duc district. Enhancing energy efficiency in irrigation pump stations; operating the on-off offtake system and drain regulator to ensure power saving and modernize irrigation works. Provide technical support, build the database of energy saving solutions for businesses in textile industry and manufacturing facilities in engineering industry for national defence, identify energy saving potential, optimize manufacturing process. Especially, Hanoi will promote economical and efficient use of energy in buildings, public lighting and transport.
In 2015, Hanoi saved 325 million kWh in the framework of the Energy Efficiency and Conservation Program and became one of the leading provinces of the country in energy efficiency and conservation.
Dr. Dao Hong Thai, Director of Hanoi Energy Conservation Center, said that the movement of Electric and energy saving households in the past year has brought positive results with 241,000 kWh of electricity saved through the Earth Hour Campaign and 35 million kWh of electricity saved in households.
In particular, in 2015, Hanoi Department of Industry and Trade supported 9 industrial production facilities to implement energy audits, in which, completed advisory support for 51 solutions in facilities, helping to save 502.9 TOE / year, reducing CO2 emissions 1378.4 tonnes/year, equivalent to 5.63 billion VND/year for implementation of specific solutions.
The city has completed supporting energy audit implementation for buildings and proposing 37 effective energy solutions for 11 buildings with a total amount of money saved from these solutions being 170.68 TOE/year, equivalent to 2, 11 billion VND/year.
In the transport sector, the program also promotes the use of E5 biofuel to promote people to use the public transport.
