The implementation method on sustainable production and consumption is product life cycle approach, to promote links in the product life cycle stages, to apply and innovate technology, to improve equipment, management process to use resources efficiently, minimize waste generation and environmental pollution; to change consumer behavior in the procurement, consumption and disposal processes of products.

The objective of the Decision is to gradually change patterns of production and consumption towards improving resource and energy efficiency; increase renewable material and energy use, environmentally friendly products; reduce, reuse and recycle waste; maintain sustainability of the ecosystem at all stages in the product life cycle from exploiting of raw materials to the production, processing, distribution, consumption and disposal of products.

Specifically, in the period of 2016-2020, there is 60-70% of enterprises in the energy-intensive, high-pollution industries to develop and implement technological innovation road map towards clean industry; 50% of industrial production facilities to apply cleaner production, energy saving solutions; decrease about 65% of packaging persistent utilization in the supermarkets, commercial centers, and 50% in the public markets; 90% of plastic scraps, paper, waste oils and domestic steel is recycled; 85% of solid waste in urban area is recycled, reused, use to produce organic fertilizer; 75% of industrial solid waste is not hazardous recovered for reusing and recycling and 50% of construction waste generated in urban areas is recovered for reusing or recycling.

Major tasks are identified including:

- To build and perfect the legal framework and policies to implement sustainable production and consumption. Integrate content of production and sustainable consumption in the strategies, development plans, programs of the nation, sector and locality for sustainable development, social-economic development plan, environmental protection plan…Build and improve policies to encourage investment in production, business and distribution of environmentally-friendly products and services; build and improve the mechanism to coordinate and promote public-private partnership in the implementation of sustainable production and consumption;  Develop the national indicator system to monitor and evaluate the implementation of sustainable production and consumption

• To promote production and restructure the economy towards sustainability
• To green the distribution and development system of environmentally friendly products and services 
• To improve the market access and promote key exporting products of Vietnam towards sustainability
• To change consumer’s behavior and implement sustainable lifestyle
• To minimize, recycle and reuse waste

Ministry of Industry and Trade is the lead organization and responsible for coordinating other ministries, branches and localities such as Ministry of Natural Resources and Environment, Ministry of Agriculture and Rural Development,…to implement this program. The fund for implementing the program is from the state budget, aid, grants, investment capital from organizations and individuals in the country and abroad and other legal sources.
