Hai Phong province has 90% of small and medium-sized enterprises which face a lot of difficulties in the process of technological innovation due to the lack of capital and quality of human resources. There are more than 80% of the devices and equipment used in small and medium-sized enterprises being produced 30 years ago.

Many businesses have invested in technological innovation but the innovation is spontaneous, not based on strategic grounds. It is also difficult not to mention the lack of information, it is difficult to find the appropriate technology and the lack of policy support needed. To address this, the Department of Science and Technology in collaboration with experienced professionals to support, counseling, orientation for businesses to build and implement a roadmap for technological innovation.

According to Nguyen Van An - Director of Department of Science and Technology of Hai Phong: "Roadmap for technological innovation as a tool to connect the product, technology and market. Haiphong Science and Technology to identify, support and comprehensive focus for enterprises through science and technology programs of the city; continues to advise businesses, develop a roadmap for innovation approach, participating in programs of Science and Technology of the city and the country, the development fund science and technology, fund national innovation helps to roadmap technological innovation into practice; continue to improve the methodology for developing a roadmap for innovative technology businesses; building, consolidating experts in this field; strive period 2015-2020 completed construction norms technological innovation roadmap average of 10 businesses / year ".

The content of technological innovation in the direction of Hai Phong took centric enterprise, attached to the enterprise, attached to the protection and improvement of the environment, sustainable development. In the future, for the successful implementation of technological innovation, the enterprises should seek investment funds because financial strength and reputation of funds generating necessary reliability for small investors willing to put capital into the business. At the same time, with the management skills, especially in financial management, investment funds are entirely possible to find a counselor, a good administrator, choosing the right technology to support enterprise for development.
