In recent years, An Giang has been boosting development of industrial sectors, especially industries of exploitation, processing and sectors of production and distribution. Beside large-scale industrial enterprises using modern machines and technology, there are many small and medium scale enterprises using obsolete equipment leading to high costs of production and environmental pollution. To enhance recognition and responsibility of enterprises and authorities to environment and also help them to saving cost of production, People’s committee of An Giang province has issued Directive 11/2012/CT-UBND of application for greener production in industrial production enterprises in local area.
The directive indicates specific responsibility of enterprises and authorities with the following content:
1.    To authorities: Enhance government management effectiveness
Authorities control, establish and fulfill mechanism, policy, boosting greener production in industry; Balance and prefer expense assistance from source of science career, local fund of science and technology development for science and technology programs, themes, projects for greener production; Intensify cooperation with institutions, universities and enterprise of industrial production; Support enterprises to implement greener production assessment & save energy; Invest production with greener technology and using green energy.
Encourage maintaining greener production application, simultaneously boost dissemination and support to multiply model of high effective greener production. Frequently inspect, supervise and assess the effectiveness of greener production application in local enterprises. Intensify propagation, dissemination, training about greener production application for local enterprises. Implement promoting policy & mechanism; support greener production as well as mainstream greener production content in local social-economic development strategy and scheme.
2.    To enterprises: update technology procedure, install new equipment friendly to the environment.
Industry production enterprises take the initiative in research investment and greener production application, establish scheme and implement application of greener production on management solution, innovation and renew of technology procedure, installation of new equipment friendly to the environment, which emits minor exhaust and saves energy, water, material, fuel in production; Reasonably arrange human resource and expense to promote implementation of greener production in enterprises; Gradually establish and apply environmental management system ISO 14000; register environment criteria, apply printing energy saving sign on labels of goods and products as in the regulation.
