Developing forests in coastal areas in response to climate change

On October 4, 2021, Deputy Prime Minister Le Van Thanh signed Decision 1662/QD-TTg approving the scheme "Protection and development of forests in coastal areas to respond to climate change and promote green growth period 2021-2030″.

The objective of the recently signed scheme is to manage, protect and sustainably use forests of existing coastal forests and newly created forests in the period of 2021-2030
The objective of the Scheme is to manage, protect and sustainably use forests of existing coastal forests and newly created forests in the period of 2021-2030: Effectively promote the role and function of forests in coastal areas in the protection of the environment and infrastructure systems in coastal areas; combat desertification and land degradation; conserving biodiversity, reducing greenhouse gas emissions; create jobs and incomes for people in coastal areas, contribute to socio-economic development, protect the environment and strengthen national defense and security, reduce natural disasters, and effectively respond to climate change and sea level rise.
The main task of the Scheme is to effectively manage, protect and use the existing coastal forest area, especially the area of ​​protection forests, special-use forests and production forests which are natural forests in the coastal areas. 
Besides, forest restoration and development. Specifically, 20,000 ha of new forests will be planted, including: 9800 ha of protection forests to break waves and encroach on the sea (mangroves); 10,200 ha of protection forest to block wind and fly sand (on soil and sand sites). In which, in the period of 2021-2025; 11,000 ha will be planted.
Additional planting for reforestation and forest enrichment of 15,000 ha, including: 6,800 ha of protection forest for wave break and sea encroachment (mangrove); 8,200 ha of protection forest against wind and sand (on soil and sand sites). In which, in the period of 2021-2025, additional planting for reforestation and forest enrichment will be for 9,000 ha.
Capacity building and livelihood development for communities, people participating in forest protection and development in coastal areas.One of the solutions to implement the Scheme is to propagate and educate to raise capacity and awareness about the role and value of forests in coastal areas.
In addition, another solution is to perform a group of priority tasks: Building seedling forests and nurseries to produce seedlings for afforestation in coastal areas; protect and develop mangrove forests, prevent coastal erosion, especially giving priority to the Mekong River Delta; planting protective forests to block wind and storm, prevent sand from flying, protect the environment, prevent desertification, coastal areas, especially the central provinces; zoning, promoting regeneration, forest enrichment and biodiversity conservation, and conserving endangered and rare forest fauna and flora in special-use forests and forests with high biodiversity in the region.
