Accomplishment of the objective no.1: Ratio of industrial production units aware of the benefits of CP application
To the time surveyed, 2509 enterprises were aware of CP, equivalent to 28% of industrial production units across the country. Level of awareness varies from being propagandized about CP and not fully aware of the double benefits of CP economically and environmentally, to applying CP and meeting the Strategy's objective.
Comparing to the Strategy's objective, 10 provinces/cities are now having more than 50% of the surveyed enterprises knowing about CP, including Cao Bang, Thai Nguyen, Quang Nam, Quang Binh, An Giang, Ben Tre, Nghe An, Lao Cai, Phu Tho and Can Tho. The limited data of Dong Nai made it impossible to assess the status of CP application here. Dong Thap, Son La, Quang Tri, Quang Ngai, Gia Lai, Yen Bai, Tra Vinh, Ninh Binh and Vinh Long also enjoy the level of CP awareness very much close to the Strategy's objective (over 40%).
Cleaner Production is known at almost industrial sectors. 8 sectors that have more than 100 enterprises aware of CP, include textile, agriculture products, mining, cement-brick-porcelain, seafood, food processing, wood-bamboo production and rubber-plastic.
Accomplishment of objective no.2: Ratio of industrial production units applying CP and results
To the time surveyed, CP has been applied at 1031 enterprises, equivalent to 11% of industrial production units nationwide. Among those, 309 enterprises get the reduction of 5 -8% of fuel and material consumption (meeting the strategy objective in the first period), equivalent to 3% of the surveyed enterprises.
The objective that 25% of industrial production units implement CP is achieved at 7 cities and provinces, namely An Giang, Quang Binh, Ninh Binh, Yen Bai, Cao Bang, Ha Noi and Thai Nguyen.
Cleaner Production is widely applied and reached the results of reducing 5% of energy and material consumption per product unit at all industrial sector. Textile and cement-brick-porcelain undergo the largest number of enterprises applying CP (84 enterprises by each sector). In which, numbers of enterprises reach the reduction level of 5% of those two sectors are 16 and 36 respectively.
Data collected from Dong Nai province is so limited that the status of CP awareness and application here can hardly be assessed.
Accomplishment of the Strategy’s Objective no.3: Ratio of DoITs having full time cadres capable of providing guidance and advice on CP application
To the time surveyed, 12 DoITs were capable of providing guidance and advice on CP application, 50 DoITs had staff that capably disseminate and give training on CP ; and 1 DoIT was unable to identify the CP capability.
12 DoITs having cadres capable of guiding CP application are Ha Noi, Ben Tre, Phu Tho, Quang Nam, Thai Nguyen, Hai Phong, An Giang, Can Tho, Long An, Nghe An, Ba Ria-Vung Tau and Dak Lak.
Out of 50 DoITs that are capable of disseminating and giving trainings on CP, Vinh Phuc DoIT is just having the capability of disseminating CP, not CP training.
Binh Phuoc DoIT is the department where CP capability has not been specified as the level of CP understandings of their staff is not clear.
Most of DoITs have staff capable of disseminating, giving trainings on CP. This is resulted from the Train-on-Trainer activities of CPI for those staff in 2010.
At national level, 390 DoIT cadres obtain CP knowledge via workshops, trainings or mass media. Among those, number of DoIT cadres that can guiding CP application is still modest (17 persons). Many DoITs just have only one staff capable of providing guidance or disseminating/training on CP.
