Dien Bien province issues an Action Plan on cleaner production for the period of 2016-2020
Specific objectives of the 2020 plan are as follows:
- 90% of industrial production establishments aware of the benefits of the application of cleaner production in industry
- 50% of industrial production establishments apply cleaner production and industrial production facilities CP application save from 8% to 13% of energy consumption, raw materials, fuel and materials per unit of production Products
- Department of Trade and Industry has specialized staff capable of guiding the application of cleaner production for industrial production facilities
The content focuses province implemented in the coming period as follows:
- Propagation and education to raise awareness of cleaner production in industry for all levels, sectors, localities, industrial production facilities and residential communities
- Technical support, evaluate the potential application of cleaner production in the industrial production base
- Support for CP application in the industrial production base
- Develop organizational management solution
The measures to implement the content as follows:
- Solutions for Media Awareness: Enhance, propagation and dissemination of legal documents on CP; Dissemination of the database, electronic information on CP; Disseminate and replicate the model of CP application in industry.
- Solutions to organize the management and policy mechanisms: Reviewing mechanisms and policies to complement finishing adjusted accordingly; Integrating the content of CP in the plan to develop the sector, economic development - society ...; Improving staff strategy and strengthening the material and technical basis, ...
- Solutions for the mobilization of financial resources: Please support of the central government budget, local budget balance every year, grassroots mobilization of enterprises and organizations actively contribute funding strategy implementation
- Human Resource Solution: organize training courses and seminars; Training managers; Appoint consultants on CP
- Solutions on science and technology: Encourage businesses, manufacturing base and research applications of scientific and technical progress and innovation in production technology; strengthening institutions guiding the implementation of the provisions of the State on the environment; promote research, the transfer of environmentally friendly technologies; Integrating the content of this plan with the project of saving and using energy efficiently and combat climate change.
The total estimated cost of implementation is 2920 million. Department of Trade and Industry is the coordination with departments concerned organizations to implement this plan.
