The purpose of the Plan: (1) Dissemination and advocacy for the industrial production facilities to apply cleaner production in order to improve consumption efficiency of natural resources, raw materials and fuel, to increase production efficiency, to reduce emissions, to limit environmental pollution and protect public health; (2) Increase in productivity and product quality, increase product competitiveness in the market, contributing to local economic - society development; (3) Focus on the industrial production facilities having the potential to save energy;  raw materials and fuel with high risk of environmental pollution, especially in the key industries of the province having potential of applying cleaner production investments.

The priority tasks for implementing in 2016 under the Plan are:

- Communicate to raise awareness on Cleaner Production in Industry: implement a newsletter on cleaner production, build 1 program on cleaner production and broadcast on Radio Television of Tra Vinh province, organize 01 training courses to raise awareness on cleaner production for industrial production facilities in the province, design and issue 2,000 leaflets on the "FAQ on cleaner production" for propaganda to the industrial production facilities.

- Improving mechanisms, policies and legislation promoting the development of cleaner production in industry: Give advise and submit to Provincial People's Committee for issueing the documents guiding the implementation of cleaner production; advise Provincial People's Committee review, amend and supplement mechanisms, policies and laws to promote cleaner production in industry.

- To establish a network deployment, support cleaner production application in the province: Establish a consulting and apply cleaner production for industrial production facilities; Develop a support network of cleaner production in the district, town or city; Construction System cleaner production assessment report templates; Support 01-02 enterprises established department in charge of the CP.

- Technical assistance on the application of cleaner production in the industrial production base: Survey of industrial production facilities to build a database of potential application of cleaner production; Develop technical guidance for 01-02 cleaner industrial production facilities; Organization of 01 technical courses for the subjects cleaner production leaders and technical staff of the enterprise; Support for rapid assessment of cleaner production to 01 industrial enterprises in the province.

- Construction and operation of the database on Cleaner Production in Industry: Construction, maintenance, update the cleaner production forum on the website of the Department of Industry and Trade; Database updated assessment of the implementation of the tasks of the Action Plan; Develop, update the database supporting the implementation of cleaner production.

Total funding for implementation of the plan in 2016 was VND 110.373.7000. Department of Trade and Industry is the main unit, in collaboration with departments and agencies to implement this plan.
