The general objective of the Plan is to raise awareness of industrial production facilities, staff at all levels and industries on Cleaner Production in the industry to be deployed and applied right at the establishments industrial production in the area; step up the application of cleaner production at industrial establishments so as to raise the efficiency of the use of natural resources, raw materials, fuel and materials; reduce emissions and limit pollution levels; protect and improve the quality of the environment, human health, ensure sustainable development, enhance competitiveness and international economic integration. In addition, the plan is also one of the solutions to respond to climate change of the industry and trade in Vinh Long province from 2017 to 2020 and vision beyond 2020.

Besides, the Plan sets targets to integrate climate change elements - actions by local governments and businesses in climate change adaptation; planning for the development of industries: electricity and services, commerce, other activities of the industry and trade; access to and research and application of new industrial applications low greenhouse gas emissions in industrial production and handicraft.

Based on the target, solutions were directed to the total budget of estimated 6.63 billion VND. The first is the planning, implementation of programs and projects on cleaner production in production and business activities and energy efficiency and use. More specifically, for cleaner production programs, the province's direction is to encourage businesses to invest in cleaner production technologies, and to make rational and efficient use of fuel and energy resources. Parallel with that, the development of research, assessment of potential and proposed solutions for renewable energy (wind energy, solar energy) in Vinh Long contributes to replacing fossil energy sources and reduce greenhouse gas emissions.

By 2020, the projects to be implemented include:

1. Technical Assistance Project for enterprises investing in waste gas treatment systems to reduce greenhouse gas emissions;

2. Projects on developing clean development mechanism schemes in industrial clusters;

3. Research project to reduce emissions from factories contributing to environmental protection.

The planned orientation will focus on four key industry groups, with the target of 2016-2020 striving for an industrial production value of around 13.75% per year. economic structure will account for 22.7%; In the period of 2021 - 2025, strive to increase the value of industrial increase from 10.8 to 11.6% / year, concentrate on completing the infrastructure of industrial parks and clusters, creating favorable conditions and need To attract industrial development.
