Promoting cleaner production in Hanoi

CPI has been applied systematically in Hanoi since 2010. It is mainly found in industries consuming large amounts of material, fuel and energy, such as food processing, textile/garment, leather and footwear, mechanical engineering and household appliances, construction materials, and pharmaceutical and chemical processing. Accounting for 75.7 percent of the city's industrial production value, these sectors are potential for CPI application. The first 10 businesses applying CPI in Hanoi have seen their water, electricity and other input material consumption decreasing 5-10 percent. Last year, nine businesses from textile/garment, mechanical and ceramic and pottery industries were assessed for CPI application.

Although CPI has great benefits, businesses haven't been required to apply it but just are encouraged to do it. Hanoi Energy Conservation Center (ECC Hanoi) Director Dao Hong Thai said that businesses' low awareness of CPI importance is the biggest difficulty for CPI development in the city, and that their awareness will be improved through education and propaganda activities. From 2012-2015, CPI propaganda will be stimulated; specifically, CPI seminars will be held for 150-200 representatives from industrial production facilities in the city, 5,000-10,000 CPI leaflets will be issued each year to businesses; and a CPI website will be opened to provide and update on CPI information.

Hanoi will be assessing 20-30 businesses in the city to make it possible for these companies to apply CPI, and partially fund CPI demonstration models in 4-6 businesses in the coming time.

While industrial production is developing strongly, the demand for energy keeps increasing and environmental pollution has become more serious, the action for CPI in the 2012-2015 period is expected to help develop CPI and improve the environment./.
