The Binh Duong Provincial cleaner production program supports enterprises to improve their competitiveness
Implementing the Decision No. 1419 /QD-TTg dated September 7, 2009 of the Prime Minister approving "The cleaner production stratery in the industry up to 2020" and the Decision No. 366 /QD-UBND dated February 15, 2012 on the promulgation of the plan on cleaner production in industry in Binh Duong province in the period of 2012-2018, the Center for Industrial Promotion and Development Consultancy, Department of Industry and Trade has actively implemented three following tasks: carrying out propaganda activities; organizing workshops, training courses on cleaner production for enterprises, conducting cleaner production assessment at enterprises to raise awareness of enterprises on cleaner production implementation, environmental protection and competitiveness improvement. In the period of 2018-2020, in addition to the three mentioned-above tasks, the center will develop and maintain a database and an electronic information page on cleaner production in the industry, build and maintain a network of cleaner production support organizations, develop and improve provincial policies on cleaner production leading to the wide application of cleaner production in the industry in order to achieve the objective of the cleaner production strategy in the province.
Workshops, training courses and rapid cleaner production assessment at enterprises
With a view to effectively implementing the provincial Action Plan on cleaner production in the industry, the Center for Industrial Promotion and Development Consultancy has carried out many effective communication solutions in the mass media to raise awareness of enterprises, agencies and and state management staff in the province.
At the workshop in late 2017, the Center for Industrial Promotion and Development Consultancy Center introduced cleaner production techniques, disseminated legal documents on energy efficiency, energy efficiency solutions in industrial manufacturing enterprises such as renewable energy use or energy and power quality monitoring. Specially, the Military Bank' representative participating in the workshop introduced preferential loans for the implementation of energy efficiency and clean energy solutions. A visit to energy efficiency and power monitoring demonstration projects were a part of the workshop.
Enterprises' representatives participated in the cleaner production workshop
Participants of the workshop exchanged energy efficiency and cleaner production experiences, solutions and practices in enterprises, efficiency of energy management models as well as difficulties in state management on energy. For example, demonstration projects on the use of inverter for fans resulting to a 10-20% energy consumption reduction and solar panels whose designs are suitable for many types of layout of enterprises give them a closer approach to technological solutions in the fields of energy efficiency and cleaner production.
The workshop was organized to connect state management agencies including Department of Industry and Trade, Center for Industrial Promotion and Development Consultancy, industrial manufacturing enterprises and banks. Propaganda activities and other ones supporting energy efficiency and cleaner production in enterprises were expected to be more practical in order to make enterprises get used to cleaner production and energy efficiency.
It was widely known that enterprises played the most important role in the field of cleaner production. In 2017, the Center for Industrial Promotion and Development Consultancy complied with the "Cleaner Production Program for Enterprises in Binh Duong Province in the period of 2016-2020".

Especially, the Center for Industrial Promotion and Development Consultancy cooperated with the Institute for Environment and Resources of Vietnam National University, Ho Chi Minh City in conducting the research on "Proposals of tools for energy efficiency integrated with cleaner production potential assessment for some key industrial sectors of Binh Duong Province" in 4 factories in Binh Duong.
Thanks to the training courses and workshops on cleaner production and energy efficiency, managers, consultants and more than 300 technical staff were trained and improved their knowledge and skills relating cleaner production identification and application.
In general, in 2017, the Center for Industrial Promotion and Development Consultancy improved the effectiveness of the propaganda and dissemination of knowledge about cleaner production in the industry and introduced policies and legal provisions of the State stimulating the sustainable production, climate change response and especially practical support programs of Binh Duong provincial People's Committee. Especially, the center combined the propagation of support policies of the State with the effective cleaner production application models in enterprises involved in many sectors such as wood processing, rubber processing, chemical production, battery production, lacquer production...; the guidance of cleaner production application in enterprises with prestigious energy efficient equipment providers helping businesses update modern energy efficient technology.
The center organized visits to enterprises applying effectively cleaner production in and outside the province, helping businesses cooperate with consultants to conduct assessments and implement clean production solutions successfully at their factories leading to the improvement of resource and energy use efficiency, material reuse in the production process and environmental impact reduction.
Support enterprises to integrate cleaner production and energy efficiency
In 2017, the Center for Industrial Promotion and Development Consultancy signed contracts on energy audit conduction and completed the energy audit report for 18 enterprises in the province.
The Center for Industrial Promotion and Development Consultancy conducted rapid cleaner production assessment for 6 companies, namely Hien Hoa Anh Commercial Production Company, He Vi JSC, Chau Hoa Viet Ltd., NALT Garment Ltd., Lam Viet Company and carried out overall cleaner production assessment for 3 companies. The Center also organized two workshops on cleaner production and energy efficiency for industrial production enterprises in the province.
On the basis of the cleaner production assessment reports, the Center for Industrial Promotion and Development Consultancy assisted enterprises in integrating cleaner production and energy efficiency. Through cleaner production assessment results, enterprises found out limitations in the use of raw materials and energy and proposed solutions to more economical and efficient energy use without reducing the productivity and quality of products.
The assessment of cleaner production helped enterprises identify where the waste came from, what cause of waste was, how to minimize or eliminate wastes in enterprises and how to reuse waste,...
Thanks to training materials on technical transfer of the support program on assessment of cleaner production in typical enterprises of industrial sectors provided by the Center for Industrial Promotion and Development Consultancy, many enterprises carried out some basic cleaner production assessment steps such as production stage analysis, cleaner production opportunity opportunity, cleaner production solution selection, cleaner production solution implementation leading to remarkable achievements.
In addition, the support program on assessment of cleaner production also guided how to apply cleaner production solutions suitable to the size of enterprises with a small initial investment cost, to build and manage a database on production and consumption of raw materials, energy, water and other forms of waste systematically and to innovate and improve the technology in a cleaner and better manner.
Thanks to the active implementation of the three tasks including carrying out propaganda activities; organizing workshops, training courses on cleaner production for enterprises, conducting cleaner production assessment at enterprises, the cleaner production program improved the competitiveness and integration capacity of Binh Duong provincial enterprises and supported them to follow sustainable development.
Continue to raise the awareness and capacity of cleaner production application in industry in the 2018-2020 plan
In addition to continuing to promote the implementation of the three tasks: organizing training courses, conducting rapid assessment at enterprises, supporting enterprises to integrate cleaner production and energy efficiency, in the next period, the Center for Industrial Promotion and Development Consultancy will develop and maintained a database and and electronic information page on cleaner production in industry, build and maintain a network of cleaner production support organizations, develop and improve provincial policies on cleaner production leading to the wide application of cleaner production in the industry in order to achieve the objective of the cleaner production strategy in the province. It also will continue to implement the tasks specified in the Decision No. 1849/QD-UBND dated July 19, 2016 of People's Committee of Binh Duong Province on promulgation of the plan on cleaner production in the industry in the province in the period of 2016-2020, especially pay attention to completing the following tasks:
To organize workshops, training courses; disseminate knowledge on cleaner production; introduce and scale up clean, energy efficient and cleaner production technology application models in industrial production enterprises and residential community;
To organize visits to pilot cleaner production application models;
To combine the dissemination of cleaner production with the one of energy efficiency in order to raise awareness of the link between cleaner production application and economical and efficient use of energy;
To appoint staff to attend training courses on improvement of professional capacity, consultancy capacity, management and implementation of cleaner production; organize training courses on improvement of cleaner production capacity for officers responsible for cleaner production
To invest in equipment for agencies selected to advise the cleaner production assessment, research on technology transfer and cleaner production solution application in the industry;
To continue to develop and maintain the database and electronic information page on cleaner production in industry;
To update data on the use of raw materials and energy in some industries in the province;
To maintain the cleaner production section on the website of the Center for Industrial Promotion and Development Consultancy such as updating annual activities and plans and their achievements;
To continue to provide technical support on cleaner production application to industrial production facilities;
To develop and disseminate technical guidelines on cleaner production application to key industries and industries having high potential to cause environmental pollution;
To conduct cleaner production assessments for industrial production facilities (focusing on efficient use of energy and raw materials);
To support industrial manufacturing establishments to apply cleaner production solutions such as investing in energy efficient equipment, applying cleaner production technologies and dealing with environmental pollution;
To develop cleaner production application demonstration models for typical industrial production enterprises in the province;
To establish and maintain a network of cleaner production support organizations;
To develop a cleaner production assessment reporting system, a cleaner production assessment report sample and a reporting database;
To establish a network of officers in charge of cleaner production in districts including staff of the economic department and collaborators responsible for industrial promotion;
To review and develop policies and legal documents promoting the wide application of cleaner production in the industry in order to achieve the objectives of the provincial cleaner production strategy;
In general, the Binh Duong provincial cleaner production strategy (in the period of 2009-2018), which has been implemented for more than 10 years, has achieved the objective of propaganda on cleaner production to enterprises in the province through training courses, workshops, posters, Binh Duong provincial Radio and Television and Binh Duong Newspaper.
Thanks to efforts of the Department of Industry and Trade and related departments and agencies, the cleaner production strategy has raised awareness of state management officers and the business community in the province about benefits of the application of cleaner production in industrial production, improved capacity of staff responsible for cleaner production related to cleaner production propaganda and deployment. Particularly, the rapid and detailed cleaner production assessment conduction has had positive effect on the provincial business community. According to enterprises, the CP program of the Center for Industrial Promotion and Development Consultancy has helped them improve production and business efficiency and competitiveness.
| Thanks to the effective propaganda activities, the Cleaner Production Program in the period of 2012-2017 achieved high results. Namely, approximately 90% of industrial establishments in the province were aware of benefits of the application of cleaner production in the industry, approximately 25% of industrial production facilities had potential for cleaner production application and carried out cleaner production solutions leading to 8-13% of reduction of energy and raw materials and approximately 45% of enterprises had a specialized cleaner production section on CP in the period of 2016-2020. |
