On October 31, 2018, the Hanoi People's Committee promulgated the Action plan No. 206/KH-UBND on implementation of the Sustainable production and consumption program in Hanoi up to 2020.
The plan aims to promote sustainable production and consumption to ensure rapid and effective development and at the same time to pursue the sustainable production and consumption with the approach of product lifecycle approach.
According to the Plan, green industries, environmental industry and waste recycling industry will contribute from 42 to 54% to the GDP and about 50% of businesses involved in the distribution sector will be aware of and guided to apply solutions on cleaner production and energy efficiency.
Besides, the reduction of packages which are hard to decompose in markets, supermarkets and trade centers will be from 50% to 65%; the percentage of enterprises in industrial parks and industrial clusters applying clean and environmentally-friendly technologies will be from 60% to 70%.
The proportion of urban domestic solid waste to be recycled, reused, subject to energy recovery or used to make organic fertilizers will be 85%. This figure for industrial solid waste and construction solid waste will be 75% and 50% respectively.
100% of enterprises in the supply chain of safe agricultural products and foodstuffs in the city will apply the electronic information system and use the QR code for food traceability.
The plan also includes highlight activities need carrying out such as propaganda activities in order to raise awareness of the sustainable production and consumption of products replacing plastic bags in Hanoi, training courses on raising awareness and capacity of enterprises on the sustainable production and consumption, dissemination activities on the green business model and association of the distribution sector and sustainable services.
According to the plan, it is also important to assess the market potential and ability of production and business enterprises in the city to supply and distribute environmentally-friendly products, to evaluate opportunities of supportive industries involved in the export sector in the city to participate and compete in the global sustainable production and consumption network.
The Industry and Trade Department shall cooperate with departments, People's Committees of districts and related organizations in developing and implementing effectively the action plan on implementation of the Sustainable production and consumption program in Hanoi city up to 2020, develop the action plan and cost estimate annually in accordance with legal provisions.
Departments, People's committees of districts are responsible for mobilizing capital sources along with the state budget to ensure implementation of the action plan.
