Results of the implementation of the Cleaner Production Strategy in industry from 2009-2018 in Kon Tum Province
Improvement of mechanisms and promotion of propaganda activities
From 2013, the Kon Tum Provincial People's Committee issued the Action Plan on implementation of the Cleaner Production Strategy in industry up to 2020. Objectives of the plan was that 15% industrial manufacturing establishments having potential for the cleaner production application would carry out cleaner production solutions and reduce the consumption of energy, materials and fuels by 5-8% per unit of product. In addition, regarding human resources, the Kon Tum provincial People's Committee required 100% of employees of relevant departments and districts to be disseminated on cleaner production; 50% of staff responsible for cleaner production would be trained and capable of guiding industrial manufacturing establishments to apply cleaner production techniques; 25% of technical staff of industrial manufacturing establishments would be trained on cleaner production.
Implementing communication activities, raising awareness and capacity on cleaner production was especially interested. The provincial People's Committee annually organized workshops and training courses on cleaner production for managers and enterprises in the province. At the same time, newspapers and television-based propaganda contributed to disseminating widely knowledge on cleaner production in the province.
According to statistics, 70% of industrial manufacturing establishments having potential for cleaner production application in the province were disseminated on cleaner production and aware of benefits of the application of cleaner production in industry and made effort to achieve 90% of goals by 2020.
Right after the promulgation of the Action Plan on implementation of the Cleaner Production Strategy in industry up to 2020, the Cleaner Production Support Group under the Department of Industry and Trade was established. Tasks of the Group were to give assistance on cleaner production to enterprises in the province, to advise the provincial Department of Industry and Trade to propose the Ministry of Industry and Trade and Provincial People's Committee to allocate funds to carry out tasks determined in the Plan.
Enterprises actively carried out cleaner production solutions
According to the Department of Industry and Trade, many enterprises actively cooperated with the Department of Industry and Trade in developing action plans specifying practical tasks such as improving equipment, replacing outdated equipment by advanced and energy-efficient production lines to improve the quality of products, reduce production costs leading to production and business efficiency improvement.
Especially, enterprises paid more and more attention to investing in the construction of wastewater and waste treatment systems in order to limit their impact on the environment.
The wastewater treatment system of Kon Tum Tapioca Starch Company Limited
Enterprises pursuing cleaner production process were Kon Tum Tapioca Starch Company Limited, Ya Chim Rubber Latex Processing Plant (Kon Tum Rubber One Member Limited Liability Company), Rubber Latex Processing Plant 5 (732 One Member Limited Liability Company), Hiep Hung Rubber Latex Processing Company, Ngoc Hoi Rubber Latex Processing Plant, Van Thanh Cooperative, Thien Vuong Construction One Member Limited Liability Company.
Kon Tum Tapioca Starch Company Limited was a good example. Before, the company always had faced many difficulties such as environmental pollution due to the smell of fresh wheat residue and untreated wastewater and fuel-intensive introduction process. Last 3 years, such problems were gradually solved. Firstly, the company invested in closed fresh wheat residue drying system to stop drying fresh wheat residue outside causing environmental pollution and updating some energy-efficient equipment. In 2017, the company also built a high-grade coercive wastewater treatment system.
Ya Chim Rubber Processing Plant was entitled to assessment of cleaner production
For example, Ya Chim Rubber Latex Processing Plant invested in the membrane in order to recover the excess product during processing and to limit waste discharged to the environment. At present, the plant is upgrading its wastewater treatment system to a capacity of 1,100 m3 per day to minimize environmental impact. When the wastewater treatment system is put into use, all wastewater will be thoroughly treated before being discharged to the environment.
Along with the promotion of propaganda and promulgation of cleaner production supporting policies, Kon Tum Provincial People's Committee gave technical support on cleaner production application to 10 enterprises in the period from 2015 to 2017.
In 2017, the Department of Industry and Trade continued to assist 3 enterprises being Ngoc Hoi Rubber Latex processing plant, Van Thanh Cooperative, Thien Vuong Construction One Member Limited Liability Company in conducting surveys, evaluating their production process and developing cleaner production implementation plan.
With a view to continuing the Cleaner Production Strategy implementation success in the period of 2009 - 2020 and further scaling up the cleaner production model to provincial manufacturing establishments, the Kon Tum Provincial People's Committee proposes to promulgate the Cleaner Production Strategy Program in the period of 2020.
