The Cleaner Production (CP) Strategy in the industry has been approved by the Prime Minister since 2009 with the aim of improving the efficiency of the use of natural resources, raw materials and fuels; protecting and improving the environment quality and human health and ensuring the sustainable development. In Ca Mau province, the CP Strategy has not been implemented widely but thanks to the cooperation of management agencies and industrial enterprises in the province, cleaner production practices have been applied increasingly and effectively.
Enterprises' efforts
Businesses benefit from cleaner production the most because cleaner production helps saving costs and increasing competitiveness meaning that it brings about economic efficiency. Cleaner production also leads to the reduction of toxic emissions and working environment improvement and at the same time helps enterprises comply with legal provisions on environmental protection.
In Ocean Food Joint Stock Company (located in Luong The Tran commune, Cai Nuoc district), CP activities are integrated with the management program instead of being separated. Therefore, when building its production line, the company took into account the process of waste, wastewater treatment and food hygiene and safety.
The two-compartment drainage system of the Ocean Food Joint Stock Company results in load reduction of the wastewater treatment plant.
The wastewater treatment system of the company has a capacity of 400 m3 per day and is currently not working at full capacity. The Ocean Food Joint Stock Company created an unique invention which is the two-compartment drainage system. One of two compartments contains wastewater from the plant which enters the treatment pond then, the remaining one contains rain water which does not need to be treated but go straight to the environment leading to cost saving.
The workshop is well-ventilated and the working place is separated with from the corridor leading to favorable working conditions for employees and heat loss limitation. This prevents ice from melting quickly resulting in cost saving and good quality guarantee. Ceilings are made of heat insulating material and regularly sanitized preventing water stagnation which can affect the good quality... All the company's production steps are carefully calculated right from the start and monitored closely by the management program.
Regarding Ca Mau Sugar Manufacturing Factory under Tay Nam Sugar Joint Stock Company, cleaner production is the solution to making best use of by-products. In addition to sugar-cane, input materials of the factory are lime and some chemicals. The output is sugar, molasses, bagasse, sugar-cane press mud, dust and machine washing water. Apart from sugar and molasses are for sale, the by-products are reused thoroughly to minimize the amount of waste to the external environment. At every stage of production, the factory is interested in saving raw materials and fuel and protecting the environment.
Regarding Ca Mau Sugar Manufacturing Factory cleaner production is the solution to making best use of by-products.
Bagasse is used for the furnace and generates enough electricity and heat to operate the plant for 6 months, the sugarcane press mud is recycled into micro-organic fertilizer. In order to limit dust causing environmental pollution, the company builds the Cyclone Water Filter System. The system works as follows: when water blows, dust ash falls along with water through the filter below, ash is combined with sugar-cane press mud to produce micro-organic fertilizer.
Machine washing water is put into the pond to deposit suspended substances which are picked up annually to produce micro-organic fertilizer. Making the best use of the by-products, Tay Nam Sugar Joint Stock Company save more than VND1.6 billion each year.
Management agencies' efforts
Implementing the CP Stratery in Industry Strategy in the period of 2009-2018, Ca Mau provincial People's Committee held dozens of workshops and training courses on introduction and dissemination of cleaner production in industry for enterprises and managers. Besides, leaflet and poster-based propaganda activities were regularly carried out.
After 2020, Ca Mau province set up its goals that 90% of industrial manufacturing establishments will be aware of cleaner production benefits and 50% will apply cleaner production solutions.
5 enterprises in the province which were entitled to enjoy rapid assessment on cleaner production were Ocean Food Joint Stock Company, Dang Loi fish meal manufacturing establishment, Minh Hai Export Frozen Seafood Processing JSC; Wood Processing Factory of U Minh Ha Forestry Company Limited; Ca Mau Sugar Manufacturing Factory under Tay Nam Sugar Joint Stock Company (TANASUCO).
Mr. Le Van Su, Vice Chairman of Ca Mau provincial People's Committee said that: "Implementing the Cleaner Production Strategy in industry in the period of 2019-2020, Ca Mau provincial People's Committee will continue implementing activities to promote the cleaner production application in the locality. After 2020, Ca Mau province will set up its goals that 90% of industrial manufacturing establishments will be aware of cleaner production benefits and 50% will apply cleaner production solutions ".
In the context of many economic difficulties, the implementation of the Cleaner Production strategy helps manufacturing establishments and enterprises effectively improve their production and business activities. Simple clean production solutions (internal control) does not claim much initial investment but bring about significant effects which are helping enterprises use raw materials, energy, water efficiently; reducing waste treatment costs and protecting the environment.
