Cleaner Production is the continuous application of integrated environmental protection strategies into production processes, products and services in order to improve the ecological efficiency, reduce risks for humans and environment. Over the years, Dong Thap province has abided by contents of the Cleaner Production Strategy with a view to implementing such strategy effectively in the local industry.

Thanks to efforts to implement the Cleaner Production Strategy in the province (regarding the propaganda, information dissemination, improvement of networks of organizations supporting the cleaner production in industry,...), in the period of 2009 - 2018 , Dong Thap province had about 85.5% of industrial manufacturing establishments recognize benefits of the cleaner production application in industry; approximately 72.2% of industrial manufacturing establishments carried out cleaner production solutions and 70% of staff in charge of the cleaner production were qualified to provide the cleaner production consultancy and support to industrial establishments. The most remarkable result was that industrial manufacturing establishments applying cleaner production techniques reduced from 5 to 8 % of energy, raw materials and fuel per unit of product.
According to the Department of Industry and Trade, the total budget for implementation of the Cleaner Production Strategy in the period 2009-2018 was over VND8 billion including VND75 million from the central budget, VND1.6 billion from the local budget and more than VND6.8 billion from enterprises. Over the past 9 years, Dong Thap province actively organized training programs and workshops on the cleaner production implementation in the province; organized study tours to learn from experiences of cleaner production demonstration models. In addition, Dong Thap province surveyed and collected data on the energy use of 143 enterprises and manufacturing establishments. Results of the survey showed that the maritime product processing industry consumed 116-196 KOE per ton of products, the seafood processing industry consumed 46-68 KOE per ton of products), the furnace use -based brick production consumed 266-413 TOE per one million of bricks, the production of bricks using improved chaff-fired furnace consumed 137-146 TOE per one million of bricks.
Specifically, during the implementation of the Cleaner Production Strategy in industry, Dong Thap province carried out two cleaner production demonstration models in the CADOVIMEX II Seafood Import Export and Processing JSC and Truong Giang Seafood JSC (at Sa Dec Industrial Park, Sa Dec city). These two models helped enterprises reduce 30-40% of their energy consumption and CO2 emissions.
In the process of implementing the Cleaner Production Strategy in the industry, provincial departments cooperated closely and actively in carrying out the approved plan. However, as the central budget and local budget allocated annually to the Cleaner Production Strategy implementation was still lower than the provincial actual demand, Dong Thap province only focused on propaganda and failed to achieve high results. On the other hand, most of provincial enterprises were small and medium ones with limited financial capacity, technical measure application ability and cleaner production application benefit perception.
With a view to implementing the Cleaner Production Strategy in industry in the period of 2019 - 2020), Dong Thap province will continue disseminating incentives and procedures helping enterprises apply cleaner production techniques effectively, scale up successful cleaner production implementation models,... The budget for implementation of the Cleaner Production Strategy in industry in Dong Thap province in this period is expected to be over VND820 million.
Proposing the development of the Cleaner Production Program in 2020, Mr. Le Huu Du, Deputy Director of Department of Industry and Trade said its general objectives which was set by Dong Thap province were stimulating, supporting and applying widely the cleaner production in all industrial manufacturing establishments in Dong Thap province in order to improve the efficiency of the use of natural resources, raw materials, fuel; reduce emissions and pollution; protect and improve the quality of the environment, human health; ensure the sustainable development; enhance the competitiveness and international economic integration.
For the development of the Cleaner Production Program after 2020 (2020-2025), Dong Thap province will make effort to achieve the following key objectives: 95% of industrial manufacturing establishments will be entitled to enjoy and recognize cleaner production application benefits; 60% of industrial manufacturing establishments will reduce from 8% to 13% of energy, raw materials and fuel per unit of product; 95% of industrial manufacturing establishments having potential to carry out cleaner production measures will have qualified staff in charge of applying the cleaner production.
