Vinh Phuc is an industrial province whose economic growth rate is always high. Therefore, the pressure of environmental pollution caused by garbage, waste gas and wastewater of industrial establishments is constantly increasing.
Cleaner production is considered a strategic solution helping businesses use energy and resources in the most effective way and reduce environmental pollution.
According to the statistics, the total amount of industrial solid waste in the province is about 190 thousand tons per year, including 21 thousand tons of hazardous waste and 165 thousand tons of ordinary industrial waste per year.

In addition, there is a huge amount of industrial wastewater and waste gas. However, environmental protection in the industrial sector has encountered many difficulties so far. One of the main causes has been limited environmental protection awareness of businesses and habitants. Especially, small and medium enterprises has not associated the manufacturing process with environmental protection yet.
Pursuant to the Prime Minister's decision, in 2017, Vinh Phuc People's Committee developed the Action plan on implementation of the cleaner production in industry in Vinh Phuc province in 2017 - 2020 aiming at stimulating the cleaner production in industrial establishments in the whole province in order to improve efficiency of the use of natural resources, materials, fuel; reduce carbon dioxide emissions and restrain the rising pollution level; protect and improve the quality of environment and people's health; ensure sustainable development, enhance competitiveness and international economic integration.
Cleaner production is the continuous application of integrated environmental protection strategies in production processes, products and services to improve ecological efficiency and reduce risks for humans and the environment. Although cleaner production has become a common trend to countries all over the world and large enterprises, this concept is still quite new to the provincial business community, especially small and medium enterprises.
With a view to helping state management officials, industrial park and industrial zone managers in the province get information on cleaner production, in August 2017, the Center for Industry promotion and Industrial development consultancy organized workshops on development of industry and handicraft adopting cleaner production techniques, material saving assisting management officials and company managers in understanding the concept, role, application process and tools of cleaner production.
The Center also helped pilot rapid assessment of the application of cleaner production techniques in Anh Duc Manufacturing and Trading Limited Company (Anh Duc Paper Company for short), Hop Thinh Industrial zone specializing in manufacturing toilet-paper and napkins.
According to the survey, Anh Duc Paper Company causes 4m3 wastewater per day, 4 tons of waste gas per hour and a considerable amount of boiler slag and impurities from materials and packaging on average. Meanwhile the company has not had an environmental management system yet. Participating in project on rapid assessment of the application of cleaner production techniques, the company had consultants survey, evaluate its situation of manufacturing and consumption of material, fuel, electricity, water, balance of material and energy in its paper manufacturing process; select appropriate cleaner production solutions and develop a plan on cleaner production implementation. At the end of the project, Anh Duc Paper Company has been capable of applying cleaner production techniques in the future and developing an environmental management system on its own.
According to the action plan on implementation of cleaner production strategy in industry in Vinh Phuc province in 2017-2020, 90% of large industrial manufacturing establishments in the province shall be aware of benefits of application of cleaner production techniques, 50% of industrial manufacturing establishments shall implement cleaner production solutions; industrial manufacturing establishments carrying out cleaner production measures will reduce 8-13% of energy, material, fuel consumption per product, 90% of medium and large businesses will appoint employees in charge of cleaner production and 90% of industry and trade departments will appoint qualified staff to guide the application of cleaner production measures for industrial manufacturing establishments.
In order to achieve its goals, in the near future, Vinh Phuc province will continue to promote propaganda, raise awareness, train and improve capacity of human resources on cleaner production; give technical support on assessment of cleaner production adoption to some preferential establishments; develop mechanisms and solutions to promoting the implementation of cleaner production in industry in the province; mobilize domestic and foreign resources to support and facilitate industrial manufacturing establishments in the province to adopt cleaner production measures.
In 2018, the Center for Industry promotion and Industrial development consultancy will continue to give support on rapid assessment on cleaner production implementation to 3-5 establishments with the prescribed amount of money of VND50 million for each establishment and organize 1-2 workshops on cleaner production.
