Unbaked building materials are mainly used in construction works funded by the State budget rather than civil construction works. Therefore, it is important to stimulate the manufacturing and use of non-kiln building materials.

According to the Circular No. 13/2017/TT-BXD dated December 8th 2017 of the Ministry of Construction providing unbaked building materials in construction works, unbaked building materials include concrete bricks, bricks or panels made of autoclaved aerated concrete, non-autoclaved aerated concrete, foam concrete; the mentioned-above categories whose volume is less than 1,000 kg/m3; gypsum wall plates, 3D panels, concrete panels, lightweight panels; other bricks made of construction and industrial waste, silicate bricks.
Mr. Ta Quoc Trung, Deputy Director of Ba Ria Vung Tau Department of Construction said that there were then 7 unbaked building material manufacturers whose total capacity is over 200 million products per year in the province and according to Ba Ria Vung Tau provice's unbaked building material development plan to 2020 and vision to 2030, each area would have an unbaked building material manufacturing facility whose capacity was from 10 to 60 million products per year invested in order to meet demand of the area itself, balance demand of the whole province and provide products to neighboring provinces.
Production of non-kiln building materials helps save agricultural land, reduce greenhouse gas emissions and environmental pollution, reduce industrial waste treatment cost, save fuel and bring benefits to the whole society. As a result, according to Mr. Ta Quoc Trung, in the near future, non-kiln building materials will step by step replace baked ones.
Regarding the process on use of non-kiln building materials in the construction field, on the basis of the Circular No. 13/2017/TT-BXD of the Ministry of Construction taking effect on February 1st 2018, Ba Ria Vung Tau People's Committee promulgated the Document No. 1511/UBND-VP dated February 13th 2018 prescribing that: "Since February 1st 2018, construction works which are located in the province and invested by the State budget, additional state funds to the state budget, funds of enterprises whose state capital amount makes up for more than 30% must use 100% unbaked building materials; new construction works with nine or more storeys must use at least 80% of non-kiln building materials regardless of their capital sources; non-kiln building materials are stimulated to be used in construction works regardless of their capital sources and storey number".
According to Nguyen The Thuong, General Director of Thanh Chi Joint Stock Company, promotion of the production and use of non-baked building materials is an indispensable trend of the modern construction industry. In fact, non-kiln building materials have been used in most countries in the world so as to protect the environment. However, this type of material has not been used widely in the province yet. Regarding the rate of unbaked building materials used, many construction works including those that are funded by the state budget have failed to comply with principal provisions. Due to the limited propaganda, many people have not been aware of the nature and quality of this green material. With a view to increasing the rate of non-baked building materials used, it is important to strengthen the propaganda on advantages of this environmentally friendly material as well as to restrain the manufacturing of traditional baked building materials.
In the opinion of Mr. Doan Huu Ha An, Deputy Sales Director of Dai Hong Son Joint Stock Company, in order to abide by the Government’s policy on the use of non-kiln building materials in construction works, state agencies should strictly enforce the use of non-baked building materials in construction works right from the development, evaluation of projects and issue of the construction license, intensify the check and handling of businesses producing poor quality building materials leading to a healthily competitive environment between businesses and guarantee of customers’ interests.
"Dai Hong Son Joint Stock Company constantly researches and improves the quality of products to ensure the supply of best ones to the market. In addition, product communication activities are promoted to change customers’ perception on non-baked building materials", said Mr. Doan Huu Hà An.
Mr. Ta Quoc Trung, Deputy Director of Department of Construction added that with a view to encourage enterprises using unbaked building materials in construction works, Department of Construction proposed the Ministry of Construction and other competent ministries to promulgate provisions on incentives for businesses taking investment in manufacturing non-baked building materials to improve their output and quality in the market and recommended the Ministry of Construction to issue additional norms of the production of cement bricks whose size and standards are appropriate to capacity and health of workers.
