The press conference was held on July 7 under the chairmanship of Deputy Minister of Science and Technology-Pham Cong Tac, with the participation of a number of functional units of the ministry and a large number of representatives of the press agencies.
In the press conference, Deputy Minister Pham Cong Tac led many outstanding events related to state management of science and technology.
Accordingly, in the second quarter of 2017, the Government shall review the PAR implementation in the first 6 months of 2017 and publicize the PAR Index in 2016 of the ministries, ministerial-level agencies and People's Committees of Provinces and Cities directly under the Central Government (PAR Index 2016). Accordingly, in 2016, the Ministry of Science and Technology (MOST)'s index increased 14 degrees from 2015, ranking third in the ranking of ministries and ministerial - level agencies.
In order to obtain this recognition, in 2016, on the basis of implementing MoHA's guidelines on administrative procedure reform, the Ministry of Science and Technology has instructed units to implement the contents to ensure planned requirement and progress, fully identifying PAR tasks in all areas. Considering enterprise as the center of innovation – the government, research institutes and universities focus on the connection that creates a conducive environment for enterprises to contribute more to the economy.
Particularly, the Law on Intellectual Property, the Law on Standards, Technical Regulations and the Law on Quality of Goods have met the international standards. The Law on Technology Transfer (amended) just promulgated by the National Assembly will be a legal corridor for enterprises and associations to receive and transfer technology research results in the country and abroad, to improve their capacity compete.
An event that has attracted the attention of the intellectual and the business community over the past year is that the Global Innovation Index 2017 (GII 2017) of Vietnam has increased 12 positions, from the position 59/128 to 47/127 among countries and the economy.
Mr. Bui The Duy - Chief of Ministry of Science and Technology Office, Ministry of Science and Technology spokesman, explained that this is the result of the whole process, the efforts of the whole political system, ministries in the implementation of Resolution No. 19/NQ-CP. In particular, ministries, sectors and localities are making real efforts to improve the quality of the investment environment and competitiveness, credit environment, infrastructure, especially information and communication technology and online public service and e-government, etc.
Speaking about the mark of Science & Technology for this rise, Mr. Duy affirmed that many years ago, S & T activities were implemented in ministries, sectors and localities. The effectiveness of investing in scientific research and technological development is gradually demonstrated in practice, through the products of the business. Increasing labor productivity also depends a great deal on the pace of technological innovation.
At the third session, the National Assembly XIV adopted the Technology Transfer Law (revised) with the approval rate of 93.28%. The law is expected to create a favorable legal environment for the transfer of technology, to attract technology, to improve the technological capability of the nation and enterprises, to promote the quality of growth, productivity and competitiveness of the economy in parallel with the control of technology transfer, to ensure a green environment and sustainable development of the country.
