Strategic collaboration between private and community
 
Deputy Director of the Economic Committee Duong Quoc Anh stated that Vietnam agrees with a common understanding of the central role of energy objectives in the 17th SDGs. In particular, the development of renewable energy sources is central to ensuring energy security and sustainable access to energy. However, in order to implement the SDGs, there is no lack of active involvement of the private sector, strategic partnerships between the private sector and the community. This is especially important in the field of renewable energy.
 
Informing the MPs of the participating countries, Mr. Duong Quoc Anh said in order to implement the SDGs in general and the energy objectives in particular, including renewable energy development, Vietnam has approved the "Green Growth Strategy", "Vietnam's Renewable Energy Development Strategy to 2030, vision to 2050". Vietnam also has a national action plan to implement the 2030 Agenda for Sustainable Development. Vietnam National Assembly has passed a number of laws on electricity, energy efficiency and environmental protection.
 
 In order to promote the involvement of the private sector in the implementation of SDGs in general and in the field of renewable energy in particular, the representative of the Vietnamese delegation, Duong Quoc Anh, suggested that the parliaments of the IPU members should raise public awareness about the need for renewable energy development, awareness of state agencies on the role of enterprises in the implementation of sustainable development.
 
He said that the focus should be on specific issues such as: reducing traditional fuel and energy subsidies; Study to apply the environmental protection tax for polluters through carbon tax. To formulate investment procedures convenient and suitable to the nature of investment projects on renewable energy development. Encouraging domestic credit institutions loans organizations investing in renewable energy projects with appropriate funding mechanisms. To set up mechanisms to support electricity purchase prices, both electricity for production and electricity for consumption, from renewable energy sources.
 
Member parliaments also need to acknowledge the fact that developing countries are currently suffering from the effects of climate change, which are even more severe than those of developed countries. Therefore, it is necessary to unify the perception that developed countries need to be more active in the technology transfer with more incentives and policies to improve accessing ability of developing countries to green technologies to step by step switch to renewable energy, minimizing polluting establishments.
 
Members of the IPU should focus on engaging the private sector in the implementation of the SDGs, by setting up a dialogue mechanism among the parliaments to share information on relevant issues and exchange experience on policy development. Accordingly, focus should be given to reforming the financial, monetary and global trade regime in order to provide direct support to the private sector in developing countries for sustainable development; expanding and enhancing the efficiency of international cooperation at all levels in the formulation of renewable energy development policies; Integrate renewable energy development policies with poverty reduction, sustainable development and other related policies.
