The project "Promoting Green Growth in Ha Long Bay, Quang Ninh province" is implemented from 2015 to 2019, divided into two stages, and directed by the Department of Planning and Investment of Quang Ninh. The goal of the project is to promote green growth in Ha Long Bay through the realization of environmentally sustainable policies for key industries and the transition of economic growth patterns from the "brown" to "green".

At the meeting, JICA experts reported a summary of 5 subjects that are selected for pilot activities for Stage 2, including: 

- Strengthening management mechanism for funds and financial mechanism for green growth; 

- Promoting incentives to support the management and conservation of energy; 

- Promoting the sustainable tourism in Ha Long Bay; 

- Strengthening the environmental management through controlling the direct pollution in Ha Long Bay; 

- Raising awareness through issuing white books about green growth.

Discussing about the content of these 5 subjects, the participants recommended researching about the mechanisms and policies to raise more funds for the project, encouraging private enterprises to participate in green growth funds, reducing wastes generated by cruise ships, restaurants, hotels in Ha Long Bay, monitoring the discharge of industrial wastes from factories; linking relevant projects to the provincial budget, official development assistance (ODA)... The participants also gave opinions on the establishment of the research center in Ha Long Bay.

Concluding the meeting, Mr. Dang Huy Hau requested the Department of Planning and Investment and JICA expert team to collect ideas so that the project can be feasible.

In order for the project to be implemented successfully and efficiently, Mr. Dang Huy Hau emphasized a number of missions, such as:

- To assign specific and clear tasks to the implementing agencies, 

- To enhance communication, orientate the thinking of people towards green growth, 

- To implement pilot projects about energy saving and renewable energy utilizing,
 

- To control environmental pollution, 

- To choose some locations to pilot the project, 

- To inspect and handle violations that affect the environment of Ha Long Bay;

- To renovate ongoing projects that are related to environmental protection in Ha Long Bay.

To promote the sustainable tourism in Ha Long Bay, it is necessary to build 2 or more ecotourism programs in Quang Yen town to make them the locations for pilot activities. Quang Ninh Province undertook to raise funds to support the project, establish plan to approach the funds and build the Green Growth Center.

In July 2016, the Department of Planning and Investment would submit the implementation plan for the project “Promoting Green Growth in Ha Long Bay, Quang Ninh province” – Stage 2 to Quang Ninh People’s Committee for approval.
