Dong Nai Trailblazes Energy Efficiency Program

With high socioeconomic development growth, Dong Nai has seen increasingly high demand for power generation in production, services and daily use. Energy savings have achieved positive and practical results because of the positive response from localities, the public and business community.

Since the implementation of the National Targeted Program on Energy Efficiency and Conservation in 2006, Dong Nai Province has saved four million kWh per year. Customers have been encouraged to use energy efficient appliances, with compact lamps and solar water heaters proving so popular that they have exceeded annual targets. Energy efficiency awareness and conservation has also been enhanced. Many families, companies, businesses, restaurants and hotels have paid attention to using energy efficient products for their daily use, business and production. Some companies have set an annual power saving target, practiced power saving and incorporated power saving into their role model criteria.
To ensure sufficient power for production, the province has taken measures to cut energy use in other sectors so as to ensure permanent power for the industrial production sector, especially export enterprises. In particular, the head of units and organizations were asked to set power saving criteria. The Provincial People's Committee also asked state owned enterprises to maximize power saving in their activities, in order to cut at least 10 percent of total power consumption. Public lighting was set a 50 percent target of reductions in the total amount of lighting. While the public were called upon to use energy efficient tools and appliances, including compact lights in order to reduce power consumption by 15 percent. The Provincial Energy Sector is using energy efficient appliances to gradually replace public lighting systems.
Beside practicing power saving in communities and government organizations; the local business sector has taken highly efficient steps to save power. Currently, Dong Nai Province has over 5,000 enterprises with a power consumption ratio for industrial production activities accounting for 70 percent of its total energy consumption. If 30 percent of Dong Nai enterprises apply power saving solutions, a large savings will be made.
In response to the power saving campaign, Fujitsu Limited Company Vietnam, which specializes in digital computer spare part production in Bien Hoa Industrial Zone Number 2, created a large environmental protection program on the basis of minimizing their impact on natural resources; promoting energy conservation with the aim to reduce carbon dioxide (CO2) emissions from energy consumption. Fujitsu organized training courses and incorporated power saving in its factory regulations.
To encourage businesses to apply power savings solutions, the Centre for Applied Science and Technology in Dong Nai Province signed capital, technical and technological supporting programs with enterprises. Under the programs, the centre will advance enterprises with funding to purchase technology and equipment, reclaiming the interest-free loan, either after three months, or through monthly repayments based on the profits from their power saving activities. In addition, enterprises can ask for preferential loans in accordance with the Promoting Energy Conservation in Small and Medium Scale Enterprises (PECSME) project of the Ministry of Science and Technology funded by Global Fund./.
