Vietnam Enterprises: Challenges in technology transfer

Currently, the Government has enacted amendments to the Law on transfer of technology (Technology Transfer), including rules and directions to encourage and promote the transfer of modern technologies in manufacturing practices . However, because there are many weaknesses in the level of scientific, technical and organizational constraints in implementation, many Vietnamese enterprises still face difficulties in the process of Technology Transfer.

However, because there are many weaknesses in the level of scientific, technical and organizational constraints in implementation, many Vietnamese enterprises still face difficulties in the process of Technology Transfer.

The first difficulty is the domestic technology universities, major research institutions have only been applied in laboratory scale and not yet complete. Therefore, these technologies put into practice face many errors need to be changed and this loss of business time. Meanwhile, imported technology often higher prices, small and medium enterprises do not have the conditions and the capital to invest.

In fact, some of the results of technological research for the good application efficiency and bring economic benefits, the state also has programs to support businesses, but work has yet to meet Technology transfer needs . The cause of this fact is the lack of capital in addition to the business themselves, especially the majority of small businesses lack information and experience, no plans and long-term roadmap for Technology Transfer, has not mounted comedy harmony between the components and equipment, human resources, management and market in Technology Transfer.

Vietnamese enterprises are weak in ability to manage and organize the Technology Transfer activities, starting from drafting contracts. Professional skills of drafting technology transfer contracts of us are too weak and lacks expertise than enterprises and foreign partners. Besides businesses, the relevant units such as research institutes, universities and related organizations, ... also run into difficulties in Technology Transfer by contract drafting skills are weak, the terms of the contract have not been clearly. Many contracts are not closing correctly Technology transfer deadline, do not burn the important parameters of the transferred technology. The point is that even though no experience drafting contracts but Vietnamese enterprises and relevant units of our country is very seldom hire a lawyer during the Technology Transfer - those with specialist knowledge of law and capable love a good understanding of the crux of the contract.

Also, in Vietnam, the market development of new technologies started, network state - institutions - businesses - the intermediary organizations have not formed close relationships. This led to difficulties when scientists want to put into your research - technology products to the market can not find a way back, no plan to attract investors or businessmen industry. Conversely many businesses do not understand the information in order to access new technologies.

In summary, the Technology Transfer in Vietnam business community is essential and requires attention from major businesses, all levels of government. Enterprises should focus on improving internal resources and skills in the activities, organizing the Technology Transfer. In addition, governments at all levels should also be more active in promoting and supporting business and related units to comply with the policy Technology Transfer.
