As reflected by the Department of Trade Long An, a number of provisions in public policies is not consistent with the needs and practical conditions of the rural industrial enterprises (rural industry), it is difficult to expand the beneficiaries. For example, about the support of equipment, according to the regulations, the enterprise have to buy a brand new equipment that need large capital investment, while the importing of second-hand for about 30% cheaper, high accuracy, reliability, less energy consumption in line with their financial capacity and needs has not to be taken into account. 

In addition, some contents mentioned in the industrial promotion policies has not to be instructed such as: Cleaner production, waste water system maintaining and upgrading at rural industry enterprises; linking industrial zones …

Similarly, Dong Nai industrial promotion are also facing many difficulties in implementation of some projects. In particular, development of demonstration model, application machinery projects, the plan has to specify beneficiaries, specification of the proposed equipment. It is also time consuming for registration, it takes at least 1 year. 

Proposal on building and development of trademark, it’s also time consuming that around 9 – 12 months leading to the difficulties in accounting procedure due to not in one planning year.

To overcome the inadequacies, some localities have quickly built and completed their local industrial promotion policies. However, these are only efforts of some provinces, for effective and facilitating industrial promotion activities, the industrial promotion programme need to be renewed from the policies. Binh Phuoc Industry and Trade department proposes: revising Decree No 45/2012/NĐ-CP on Industrial promotion and the Circular No 26 to suil the practical condition at the local level. Particularly, for the projects of application, introduction of new technology should be plan for each beneficial group to be more active in planning and implementation. The typical industrial promotion models should be widely introduced for replicated that model

Local Industry Department is actively consult local contributions in order to adjust the provisions in some policies in the field of industrial promotion to more closely match the actual needs.
