The Prime Minister signed the Decision No.807/QD-TTg approving the Target Program to thoroughly handle establishments causing serious environmental pollution in the public utility sector in the 2016-2020 period.
The Prime Minister signed the Decision No.807/QD-TTg approving the Target Program to thoroughly handle establishments causing serious environmental pollution in the public utility sector in the 2016-2020 period.
Accordingly, the mentioned-above program is implemented from 2016 to 2020 with the total cost of VND535 billion in provinces and cities directly under the central government having projects, establishments causing serious environmental pollution which are entitled to support of the program in accordance with the Decision No. 1788/QD-TTg dated October 1st 2013, Decision No. 1946/QD-TTg dated October 21st 2010, Decision No. 57/2008/QD-TTg dated April 29th 2008, Decision No. 1435/QD-TTg dated August 18th 2014, Decision No. 174/2006/QD-TTg dated July 28th 2006, Decision No 187/2007/QD-TTg dated December 3rd 2007 and provinces, cities directly under the central government having new places subject to plant protection chemical residue causing serious and particularly serious environmental pollution, affecting people’s health and the socio-economic development of the country.
The general objective of the program is to handle, overcome pollution, improve and restore the environmental quality of public places, places subject to plant protection chemical residue, wastewater in Type II cities and above which are leading to serious environmental degradation and pollution so as to prevent environmental pollution, ensure public health and make contribution in the sustainable development of the country.
The specific objectives of the program are:
- To handle environmental pollution in 30 unhygienic landfills which are resulting in serious environmental pollution in accordance with the Decision No. 1788/QD-TTg dated October 1st 2013 of the Prime Minister by 2020 with a view to overcoming pollution, reducing environmental degradation, improving and restoring the environment, aiming at sustainable development;
- To collect and destroy plant protection chemical stores and improve, restore the environmental quality in 70 places subject to serious and particularly serious environmental pollution due to plant protection chemical residue; invest in developing 3 onsite wastewater treatment projects in Type IV cities and above and discharge the treated sewage to basins of Nhue, Day and Cau river and Dong Nai river. The total cost of the program is VND535 billion (which will increase if possible but will not exceed VND670 billion prescribed in the Resolution No.73/NQ-CP dated August 26th 2016 of the government.
The environmental protection fund from the central budget is VND493 billion (which will increase if possible but will not exceed VND548 billion stipulated in the Resolution No. 73 / NQ-CP dated August 26th 2016 of the government).
ODA and other lawful fund shall be allocated if possible but will not exceed VND 3,430 billion provided in the Resolution No. 73 / NQ-CP dated August 26th 2016 of the government.
