Industry and Trade Sector Promotes Cleaner Production and Sustainable Consumption

In the statistic data of the Ministry of Industry and Trade, by the end of 2017, 41 out of 63 provinces have focal points on Cleaner Production and 35 localities issued the plan and program to implement the Cleaner Production Strategy 2009-2015.
Among the conference attendants, there are representatives from the concerned ministries and agencies, and officials from 63 provincial departments of industry and trade, industrial promotion centers, energy saving centers, organizations and individuals who get involved in cleaner production activities, sustainable production and consumption, energy saving and efficiency. The Deputy Minister of Industry and Trade Hoang Quoc Vuong presided over the conference.

Promote cleaner production in industry
The Cleaner Production strategy for the industry up to 2020 has the premise basing on the component of industrial production under the Vietnam-Denmark Environmental Development Cooperation Program. The strategy consists of 5 sub-projects phased in two durations 2009-2015 and 2016-2020.
In the statistic data of the Ministry of Industry and Trade, by the end of 2017, 41 out of 63 provinces have focal points on Cleaner Production. 35 localities issued the plan and program to implement the Cleaner Production Strategy 2009-2015. In particular, 22 localities have issued the Implementation Plan for the CP Strategy 2016-2020. Nearly 100 centers (industrial promotion, energy saving, cleaner production, trade promotion, industrial development consultancy) have been performing the Cleaner Productionconsultancy and related guidance for enterprises.

Within the activities for deployment of the strategy, the Ministry of Industry and Trade held hundreds of seminars and workshops with the participation of more than 25,000 people. Thousands of articles, reports and publications to popularize the Cleaner Production are produced at central and local levels.
The Ministry of Industry and Trade has issued more than 20 technical guidelines on Cleaner Production for different sectors; with rapid assessment for 411 enterprises, detailed evaluation for 102 enterprises; and 2 demonstration models. At the local level, 335 enterprises were assisted in rapid assessment; and 88 Cleaner Production application models supported.

In the time to come, the Ministry of Industry and Trade continues many activities to promote awareness raising and capacity building; it is the technical support and maintenance of the Cleaner Production website. The ministry will organize the survey and evaluation of the implementation of the Strategy for Cleaner Production in Industry until 2020, and propose activities for the period 2021-2030. Towards a Cleaner Production Industry, the Ministry of Industry and Trade will set up a system for evaluation and certification ofCleaner Production in the industry for businesses on a voluntary basis.
Sustainable Production and Consumption
In Vietnam, reviewing the results of nearly 30 years of innovation shows that we have made great achievements in economic development, social security and poverty reduction. However, the development of our country in this period is mainly based on the expansion of production investment on a broad scale, based on the exploitation of accessible natural resources; low labor productivity; production technology, consumption models also use excessiveenergy, raw materials and wasteful discharge. Many natural resources are being exploited to exhaustion, while wasteful use and ineffective use prevail. The natural environment in many places is seriously damaged, polluted and degraded to an alarming level. Sustainable development is the predestined path for Vietnam.
The Prime Minister issued Decision No. 622/QD-TTg of May 10, 2017 for the Sustainable Development Program with specific objectives up to 2030, which outlines sustainable development goals.

The Ministry of Industry and Trade has approved the Action Plan for implementing the 2030 Agenda for Sustainable Development with specific objectives up to 2030. The plan lays out 13 tasks with 15 overall solutions for sustainable development, sustainable production and consumption in industry and trade sector.
The main objectives are around domains such as clean and sustainable energy; economic growth; responsible consumption; strengthening of global cooperation for sustainable development.
The activities in the first two years focus on the development of policy, legal framework, and programs at the central level. In the near future, the Ministry of Industry and Trade proposes to promulgate the set of national indicators on sustainable production and consumption of the industry and trade as the basis for monitoring and evaluating the achievement of objectives.
The Ministry of Industry and Trade set up the Office of Cleaner Production and Sustainable Consumer Production to assist the Steering Committee on Cleaner Production in Industry until 2020 and the Executive Board of the National Action Program on Production and sustainable consumption to 2020 with a vision to 2030.
