The National Industry Promotion Program until 2020 approved by the prime minister, with funding up to VND1.212 trillion, will better support rural industrial development.

The program calls for joint efforts by domestic and foreign organizations and individuals to develop industrial production, handicrafts, and related services towards cleaner production, reduced environmental pollution, and the more efficient use of natural resources.

To meet the demand for local industrial development, the program sets a target by 2015 to train about 40,000 workers for rural industrial bases and 4,000 people in business start-up skills, to support 40 technical demonstration models, and to provide modern equipment for about 250 industrial bases. In addition, it also focuses on providing industrial development consultancy, enhancing the implementation of industrial promotion activities, and strengthening the industry promotion propaganda.

During the 2016-2020 period, the program targets vocational training for 100,000 workers for rural industrial bases; business start-up and management training for 10,000 participants; building 160 technical demonstration models; technical assistance for 600 rural industrial bases; accesses to fairs and exhibitions at home and abroad for 1,400 rural industrial bases; and infrastructure construction for 120 industrial clusters. About VND1.212 trillion will be disbursed from the budget to fund the program to encourage and attract participants and beneficiaries.

The government also launched several measures to ensure an efficient implementation of the program in accordance with the roadmap, including perfecting industry promotion mechanisms and policies and considering potential local advantages.

Several other industry promotion projects and programs will be coupled with this program to attract more investment from individuals and organizations at home and abroad into local rural industrial development.

The government also assigned the Ministry of Industry and Trade to build, modify and perfect legal documents guiding the implementation of the program; conduct cost estimates for the implementation of the program; and cooperate with domestic and foreign organizations and individuals in funding for the  program.
