Ha Tinh promotes industrial cleaner production

As one of the objectives set out in its Action Plan for Cleaner Production (CP) until 2015, Ha Tinh Province has targeted the promotion of CP in local industries.

n recent years, Ha Tinh saw good development progresses during the 2006-2010 period, with annual average GDP growth rate reaching 9.6 percent. The share of industry-construction in GDP grew from 25.56 percent to 32.24 percent. To date, the province has gradually formed large-scale heavy industry centers in Vung Ang Economic Zone with key products such as iron, steel, thermal power, and petrochemicals. In addition, there have been more than 13,000 handicraft production households operating in the province. However, most of them are still using outdated technology, causing high energy consumption and negative environmental impact.

In order to prevent and reduce waste while increase efficiency of natural and energy resources, Ha Tinh Province’s People’s Committee issued the Action Plan for Cleaner Production until 2015 in accordance with Decision 3210/QD-UBND. “The plan sets a goal that by 2015, 100 percent of provincial industrial production facilities have access to CP solutions; 50 percent of provincial industrial production facilities are aware of the benefits of CP in industry; and 25 percent of provincial industrial production facilities apply CP solutions and save from 5-8 percent of the energy and material consumption on every produced unit,” Vice Chairman of Ha Tinh Province’s People’s Committee Tran Minh Ky said.

To achieve this goal, Ha Tinh will focus on five groups of basic solutions including raising awareness about CP benefits in the local business community and providing CP support, consultancy, management, and implementation strategies. In addition, CP models will be considered and applied on large scales after CP technological transfer and training. Ha Tinh Province’s Department of Industry and Trade is to set up a website to provide businesses CP information and act as a bridge between state authorities and local production facilities.

To obtain maximum efficiency from implementing the Cleaner Production Strategy, improvement of industrial CP support network is one of the most important tasks for the province. Therefore, Ha Tinh already set a target of establishing a specialized department for CP implementation in industry under the provincial Department of Industry and Trade and created a team of CP consultants to support CP activities at local levels.

This year, apart from continuation of provincial CP propagation, Ha Tinh Province’s Department of Industry and Trade has focused on strengthen CP support activities and technical advices to businesses to ensure that it can be capable of guiding CP application for industrial manufacturing facilities./.

 Last year, Ha Tinh Province’s Department of Industry and Trade spent VND485 million from local funds to implement CP propagation activities via organizing a CP workshop, four CP training courses for 936 participants, and making a CP report entitled “Effect of rapid assessments of one-year industrial CP implementation” on Ha Tinh Radio and Television
