Ha Giang province promulgated the Action Plan on Cleaner Production for the period 2016-2020

On May 11, 2016, Ha Giang Provincial People's Committee issued the Action Plan on applying cleaner production in industry in the province for the period 2016-2020. The overall objective of the Plan is to widely adopt cleaner production in the industrial manufacturing facilities in order to improve the consumption efficiency of resources and materials, reduce emissions and improve environmental quality.
On May 11, 2016, Ha Giang Provincial People's Committee issued the Action Plan on applying cleaner production in industry in the province for the period 2016-2020. The overall objective of the Plan is to widely adopt cleaner production in the industrial manufacturing facilities in order to improve the consumption efficiency of resources and materials, reduce emissions and improve environmental quality.
Specific objectives of the plan up to 2020, as follows:
- 90% of industrial production establishments aware of the benefits of the application of cleaner production in industry
- 50% of industrial production establishments apply cleaner production and industrial production facilities CP application 8-13% savings from energy consumption, materials and fuels per unit of product. 50% have technical staff were trained on CP.
- Department of Trade and Industry has specialized staff capable of guiding the application of cleaner production for industrial production facilities.
Planning made some key tasks province should focus in the coming period is
1. Propaganda and education to raise awareness on cleaner production in industry for all levels, sectors, localities, industrial production facilities and residential communities
2. Improving the system of mechanisms, policies and laws to promote cleaner production in industry
3. Enhance the capacity of management agencies, consulting organizations and industrial production base in adopting cleaner production
4. To develop a network of organizations supporting cleaner production in industry
The measures to implement the tasks in the coming period as follows:
- Solutions for Media Awareness: Enhance communication, improve awareness of cleaner production in industry; Dissemination of the database, electronic information on cleaner production application; Popular models replicate the CP application in industry.
- Solutions to organize the management and policy mechanisms: Reviewing mechanisms and policies enacted to regulate perfection; People's Committees at all levels and relevant departments to strengthen guidance, supervision and monitoring; Propaganda, widespread policy of all state schools to citizens and enterprises; Staff capacity building and strengthening the material and technical basis.
- Human Resource Solution: organize training courses and seminars; Training and retraining of managers, technical staff for the industrial production base; Appoint consultants on CP participate in training.
- Solutions on science and technology: Encourage businesses, manufacturing base research, application of scientific and technical progress and technological innovation; Strengthening institutions guiding the implementation of environmental regulations
- Solution of emulation and commendation work: Reward individuals and units operating achievements in order to encourage cleaner production application emulation CP application, contributing to the objectives of the proposed plan.
Department of Trade and Industry is the sole agency responsible, in coordination with the departments and agencies concerned and DPC, the city organize the content, for the taste of the Plan.
