In order to maintain achievements by the Component of Cleaner Production
in Industry (CPI), (the Component for Cleaner Production in Industry is
part of the Program of Development Cooperation in the Environment
between the governments of Vietnam and Denmark for 2005-2010) and
contribute to the strategy on cleaner production in industry until 2020,
the Center for Environment and Cleaner Production has recently been
established.
Why the Center for Environment and Cleaner Production is established and what are the center's functions?
Obtaining vigorous growth, the industry sector has made a huge contribution to the country's economic development. However, the dark side of industrial development is adverse impacts on the environment. Thus, it is very necessary to apply environment protection methods toward cleaner production.
Aware of the importance of cleaner production methods, the Prime Minister signed Decision 1419/QD-TTg approving the strategies on cleaner production in industry until 2020. The purpose of the strategy is to popularize methods to assess cleaner production for industrial production facilities to enhance production efficiency, reduce harm to the environment and guarantee working condition for workers and living environment for the community. The Ministry of Industry and Trade is responsible for executing the strategy. Since 2005, the Component of Cleaner Production in Industry which is aided by the Danish International Development Assistance (DANIDA) has gained significant achievements. The component will end in 2011. Thus, it is necessary to establish a unit which takes after the component's tasks and maintains it's achievements. Therefore, to continue implementing the strategy on Cleaner Production in Industry and promote results gained by CPI, the Center for Environment and Cleaner Production is established.
The center is responsible for carrying out activities in the fields of environment protection, information management, making report on impacts on the environment of different sectors, researching, implementing scientific and technological inventions in the environmental field, developing the environmental industry, promoting cleaner production and saving energy used in industry sector.
In the coming time, what methods will the center and localities apply to support businesses to promote cleaner production in industry?
At present, the center is working with CPI to implement duties such as reviewing the project's efficiency. For the businesses which are supported by the Ministry of Industry and Trade, the center will examine whether they apply cleaner production methods and they obtain results as expected or not. The center will learn from experiences for the cleaner production projects in the coming time in provinces that have not implemented cleaner production. In addition, application of cleaner production methods is based on willingness, thus, it is very essential to raise businesses' awareness of cleaner production importance. In the coming time, the center will organize seminars, meetings and open training courses to improve awareness and capacity in the field of cleaner production for businesses and other people.
The center is striving to supply services in terms of cleaner production, energy conservation, sustainable production and consumption and support businesses in or outside the industry and trade sectors to carry out environment protection activities. This will significantly contribute to enhancing efficiency of natural resources and materials consumption and reducing greenhouse gas emission and the environmental pollution, improving environmental quality, people's health and guarantee sustainable development. In addition, the center will guide businesses to ask for assistance from domestic and international organizations to apply cleaner production methods. The center will encourage proposals on making policies to promote application of cleaner production methods in businesses.
It is obvious that Vietnam lacks experiences in cleaner production and needs international assistance in this field. How does the center implement international cooperation?
I agree with you that Vietnam does not have many experiences in the field of cleaner production compared to many countries. Other countries have long time experiences in applying cleaner production methods, therefore, it is necessary for Vietnam to learn from their experiences. Denmark has assisted Vietnam to implement the Component of Cleaner Production in Industry in terms of finance, technology and human resources. With regards to climate change, the center has remarkably supported by the United Nations Industrial Development Organization (UNIDO).
However, as the center has newly established, the center has not gained many results in international cooperation. We want to receive more assistance from international organizations in the coming time./.
