Economic tools for environmental management

On November 1, 2018, in Hanoi, the Institute of Strategy and Policy on Natural Resources and Environment, University of Economics Ho Chi Minh City, ADB and EfD co-organized the workshop on "Economic approaches for the management of air pollution, water, waste and marine resources: Lessons learnt and ways forward".
On November 1, 2018, in Hanoi, the Institute of Strategy and Policy on Natural Resources and Environment, University of Economics Ho Chi Minh City, Asian Development Bank (ADB) and Environment for Development (EfD) co-organized the workshop on "Economic approaches for the management of air pollution, water, waste and marine resources: Lessons learnt and ways forward".
Participants of the workshop were state officers from the Ministry of Natural Resources and Environment, Ministry of Agriculture and Rural Development, Ministry of Industry and Trade and many economic and environmental experts from domestic and international universities and research institutes.

Mr. Nguyen The Chinh, Director of the Institute for Strategy and Policy on Natural Resources and the Environment said that: "With the GDP growth rate which reached 6.81% in 2016-2017 period and is expected to be 6.83% from 2017 to 2018, Vietnam is considered as a fast growing economy in the region and in the world. In addition to enormous benefits, rapid economic growth has also put pressures on the environment such as air and water pollution and urban waste. In the process of integrating more deeply and widely in the world economy, Vietnam has decided to pursue the green economy. The seminar will bring about many valuable lessons for Vietnam in perfecting the socialist-oriented market economy moving towards sustainable development".

At the beginning of the workshop, Mr. Iso Endo, ADB's representative, introduced the report on market-based approaches for the environmental management. Accordingly, the report outlines methods and results of the application of some certain economic tools in particular areas of air pollution, water and waste management.
"Economic tools are one of the important solutions to the environmental management, taking advantage of the market power to protect resources and ensure the ecological balance. They can replace or be supplementary to other solutions. Economic tools are generally effective, flexible and easy to use", concludes the ADB's representative.
In the process of making the mentioned-above report, experts focused on Asia to which air, water and waste pollution are the biggest environmental challenges. The effectiveness of economic tools in the field of environmental management in Asia was also shown in the workshop.

According to Mr. Gunnar Kohlin and Mrs. Jessia Coria, University of Gothenburg, Sweden, tradable permits and pollution taxes, fees or charges had moderate effect on air, water and waste control, meanwhile subsidies and information provision, labels and voluntary brought about remarkable results.

In the economic context of Vietnam, Mr. Nguyen Hoang Nam, representative of the Institute of Strategy and Policy, Ministry of Natural Resources and Environment said that: "Market-based approaches for the environmental management in Vietnam is feasible as the Communist Party and State of Vietnam set the target of developing a socialist-oriented market economy in the Resolution No. 63/NQ-CP dated July 22, 2016".
With a commitment to coping with the climate change by cutting greenhouse gas emissions by 8 percent by 2030, the Government of Vietnam is working to improve conditions for the application of market-based.
