MONRE to control more seriously wastewater and gas emissions in steel production

On September 24, 2018, the Ministry of Natural Resources and Environment (MONRE) organized a workshop on Recommendations of the draft on national environmental standard for wastewater and gas emissions in the steel production industry.
On September 24, 2018, the Ministry of Natural Resources and Environment (MONRE) organized a workshop on Recommendations of the draft on national environmental standard for wastewater and gas emissions in the steel production industry. Participants of the workshop were Deputy Minister of Natural Resources and Environment Vo Tuan Nhan, Mr. Tran Van Thuc - Deputy head of the General Directorate of Environment, representatives of departments under the MONRE, Vietnam Steel Association, steel enterprises, scientists and reporters from news agencies.

Speaking at the workshop, Deputy Minister of Natural Resources and Environment Vo Tuan Nhan emphasized the importance of the draft. 
"The MONRE spend one year in developing the draft and would like to receive opinions of scientists and representatives of enterprises in order to ensure that the national environmental standard will promote the economic development without environmental damage, create favorable conditions for the development of enterprises and will be enforced effectively. The Ministry of Natural Resources and Environment would prefer enterprises to share your ideas straightforwardly for the sake of the sustainable development of our country in general and the steel industry in particular", said the Deputy Minister.  
At the workshop, Mr. Truong Manh Tuan, representative of the Department of Environmental Quality Management, under the MONRE briefed the contents of the draft on national environmental standard for wastewater and gas emissions in the steel industry. According to Mr. Tuan, compared to the national environmental standard on wastewater and gas emissions in the steel industry in 2013 (QCVN 52: 2013), the draft  has stricter regulations, more parameters and wider application scope.

Namely, the QCVN 52: 2013 has only 12 parameters, but the draft on national environmental standard for wastewater and gas emissions in the steel industry uses 27 parameters about pollution in wastewater of the steel production complex and steel manufacturing facilities as basis for calculating the limit. The standard focuses on the wastewater in the steel industry which is not mixed with other wastewater.
The draft on national technical standard on gas emissions in the steel industry is also stricter than the national environmental standard of the steel industry in 2013 (QCVN 51: 2013). The QCVN 51: 2013 has only 11 parameters as the basis to calculate the limit, meanwhile the draft on national technical standard on gas emissions in the steel industry has 15 parameters about gas emissions in steel production and in lime kilns in steel manufacturing facilities.
All organizations and individuals involved in the discharge of wastewater caused in the steel industry into the wastewater storage pools shall have to comply with the provisions of this standard.
Evaluating the draft on national technical standard on gas emissions in the steel industry, Mr.  Nguyen Nhu Dung, representative of the Institute of Tropical Technology and Environmental Protection, Vietnam Academy of Science and Technology, the draft was build on the basis of the modern approach which was widely applied in the world. The standard also took into account the technological characteristics of the different production stages in the steel industry, technology and equipment development trend related to the situation of Vietnam.
"However, the standard application process should be reviewed; criteria related to VOC dioxin and furans should be amended", said Mr. Dung. 
Representatives of the Vietnam Steel Association and some steel manufacturing companies in the country provided some suggestions for the draft on national technical standard on wastewater and gas emissions in the steel industry.
According to them, it is necessary to apply the experiences of developed countries such as Japan and South Korea in the regulation on pollution parameters in gas emissions in the steel industry; conduct surveys at steel manufacturing factories operating in Vietnam and develop an appropriate process of the standard application,... so that management agencies could compose suitable circulars to meet environmental protection requirements.
Deputy Minister of Natural Resources and Environment Vo Tuan Nhan assigned the General Directorate of Environment to continue to collect environmental parameters at the steel manufacturing enterprises and opinions of experts to complete the draft as soon as possible.
