On September 7, 2009, the Prime Minister approved the Cleaner Production Strategy in industry to 2020 in the Decision No. 1419 / QD-TTg. General objectives of the Cleaner Production Strategy was that: "Cleaner production is applied widely in industries in order to increase the utilizing efficiency of natural resources, material, fuels; reduce emission and minimize the pollution acceleration rate; protect and improve the environmental quality, human health and ensure the sustainable development". It was carried out for 10 years on the national scale and many provinces and cities promulgated cleaner production strategy implementation programs.
The coal industry is constantly applying technologies, pursuing cleaner production trend
At the central level, the Ministry of Industry and Trade, which was in charge of presiding the implementation of the Cleaner Production Strategy, established the Steering Committee whose head was a Deputy Minister. Every year, the Steering Committee directed the development and approval of the Cleaner Production Strategy implementation plan. Before that, it spended time reviewing financial mechanisms and policies which aimed at promoting the cleaner production and making proposal of new policies. In 2012, the Joint Circular No. 22/2012/TTLT-BTC-BCT of the Ministry of Finance and Ministry of Industry and Trade guiding the regime of management and use of state budget for the implementation of the Cleaner Production Strategy in industry to 2020 was issued. At the same time, the Ministry of Industry and Trade developed and issued more than 20 technical guidance documents on cleaner production for textile, paper, cassava starch, beer, electroplating, casting, cement, roofing, paint, coconut and fertilizer and continued to perfect technical guidance documents on cleaner production for other sectors such as seafood processing, bamboo and rattan, plastic recycling, sugar,...In addition, the MOIT cooperated with provinces and consulting organizations in giving technical consultancy in the form of rapid assessment for more than 400 production facilities and detailed assessment for more than 100 enterprises and production facilities and two thirds of such enterprises and production facilities got financial support. 
In addition to the technical support activities, the MOIT paid much attention to carrying out dissemination activities and building capacity of cleaner production application for localities. Up to now, 125 cleaner production reportages were broadcast on national television channels and the Voice of Vietnam, more than 400 cleaner production articles were published and magazines on cleaner production in industry were released annually. Cleaner production leaflets, posters and news were designed and posted on the website www.sxsh.vn making it easy for localities and enterprises to have access to and use them in propaganda. Capacity building activities were carried out extensively throughout the country by the MOIT with 60 workshops on cleaner production introduction for 4,000 participants and 120 intensive training workshops on cleaner production for nearly 2,300 participants from localities and enterprises all over the country. With a view to helping localities and enterprises take initiative in approaching cleaner production, the MOIT paid much attention to the establishment of cleaner production support networks right from the start. Thanks to a network of centers for industrial promotion, trade promotion and energy efficiency, up to now there were nearly 50 organizations supporting cleaner production application all over the country. 350 staff of Departments of Industry and Trade were trained intensively on cleaner production in order to build a core team of consultants guiding the application of cleaner production practices in enterprises.

At the local level, the Cleaner Production Strategy was actively implemented by provinces and cities leading to many remarkable achievements. Many provincial people's committees approved and promulgated Cleaner Production Strategy implementation programs which were a legal basis for local departments and agencies to actively implement the Cleaner Production Strategy. As a result, Cleaner Production Strategy implementation results across the country were very positive and noteworthy. According to initial statistics, 340 workshops and training courses on cleaner production were organized in localities for more than 25,000 participants; 130 cleaner production reportages were developed and broadcast on local television stations, 256 cleaner production articles were released on local newspapers and more than 150,000 leaflets and posters were printed and distributed to enterprises and manufacturing establishments.
Technical assistance activities were also carried out with support from the Cleaner Production Strategy Steering Committee. Nearly 350 enterprises and production establishments were entitled to enjoy rapid assessments and 90 enterprises were entitled to enjoy cleaner production application support and become cleaner production application demonstration models. 
Food processing should always pay attention to cleaner production 
A number of provinces having remarkable cleaner production activities were Hanoi, Ho Chi Minh City, Phu Tho, Ha Tinh, Binh Duong, Ha Tinh.
Talking about Cleaner Production Strategy implementation activities in An Giang province, Mr. Le Van Nung, Vice Chairman of An Giang Provincial People's Committee appreciated the role of the MOIT in managing activities of the Cleaner Production Strategy. Mr. Nung said that thanks to the active support of the MOIT, the application of cleaner production in An Giang province made positive changes: many enterprises step by step invested in renewing technologies, building wastewater treatment systems, using energy efficiently and low carbon materials... contributing to production efficiency improvement and environmental pollution minimization.
Activities of the Cleaner Production Strategy were updated regularly on the website www.sxsh.vn helping enterprises and manufacturing establishments easily approach all products of the Cleaner Production Strategy such as technical guidelines, lectures, training guidelines, leaflets, network of nationwide experts and organizations on cleaner production. 
Evaluating initial results of the Cleaner Production Strategy implementation, Mrs. Nguyen Thi Lam Giang, Deputy Director General of the Department for Energy Efficiency and Sustainable Development, MOIT highly appreciated the efficiency of Cleaner Production Strategy implementation results. Thanks to these activities, enterprises and production facilities became more aware of and took initiative in applying cleaner production solutions to reduce greenhouse gas emissions and waste, reduce consumption of raw materials, energy and water and save manufacturing costs. They actively abided by legal provisions on environmental protection step by step then. In addition, there were many advantages for activities of the Cleaner Production Strategy as they were integrated with other programs such as the National Industrial Extension Program, the Sustainable Production and Consumption Program, Energy Conservation and Energy Efficiency Program... However, Mrs. Giang also said that the implementation of the Cleaner Production Strategy faced many difficulties. One of the biggest challenges was limited budget provided from the State and locality. Moreover, after 10 years, the core human resources in cleaner production were not sufficient due changes of staff in charge of cleaner production in localities. These difficulties would negatively affect the achievement of specific objectives of the Cleaner Production Strategy.
Through the implementation of the Cleaner Production Strategy, provincial People's Committees also reported to the MOIT more financial difficulties and insufficiency of cleaner production application supporting policies. Mr. Nguyen Huu Lap, Vice Chairman of Ben Tre provincial People's Committee said that staff responsible for deploying cleaner production activities did not meet the requirements on qualifications, capacity and have enough facilities. Limited quantity and quality of cleaner production consultants was one of the barriers to promoting cleaner production in enterprises.
In the future, the MOIT will continue to direct and cooperate with provincial People's Committees in actively implementing cleaner production activities so as to achieve its objectives. At the same time, in 2019 and 2020, the whole Cleaner Production Strategy implementation process will be reviewed and reported to the Government which will serve as basis for proposals of cleaner production activities after 2020.
