Implementing the Vietnam Sustainable Development Strategy for 2011-2020 approved by the Prime Minister, the Ministry of Industry and Trade has carried out many synchronous solutions to achieve sustainable development target towards green, environmentally-friendly economic growth and greenhouse gas emissions.
Developing renewable energy contributes to green economic growth
Synchronous solutions
It is estimated that greenhouse gas emissions from the energy sector will account for more than 80% of the country's total emissions by 2030. The Ministry of Industry and Trade (MOIT), which is the advisory body of the government in the energy and industrial sectors, has deployed many activities to promote the efficient use of resources and fuel in industrial production, reduction of greenhouse gas emissions and production of environmentally-friendly goods.
Mr. Hoang Van Tam, Deputy head of the Office of Climate Change and Green Growth (Department of Energy Efficiency and Sustainable Development, MOIT), said that with the industrial production activities, the MOIT promulgated the circular on energy consumption norms and minimum energy efficiency standards for energy-intensive industries such as steel, chemicals, paper and plastic production,... and would continue to issue circulars to other industries.
With regard to the implementation of the National Action Program on Sustainable Production and Consumption, the MOIT has been gradually building a green distribution system through a system of large commercial centers and supermarkets on the national scale. Determining that developing new energy and renewable energy is an important task contributing to green economic growth, the MOIT has submitted for promulgation to competent authorities many legal documents, promoted the implementation of renewable energy development activities such as the National Strategy for Renewable Energy Development up to 2030 with a vision to 2050 and submitted for promulgation to the Prime Minister a number of renewable energy development supporting mechanisms and policies...
Economic development towards green growth
Switching the economic development towards low carbon green growth is a common trend in the world. Pursuing this trend, regarding urgent and long-term solutions, the industry and trade sector has continued to promote propaganda and dissemination of national mechanisms and policies, new issues such as technical barriers, economic development trend towards low carbon green growth of other countries around the world especially leading economic ones such as China, USA, EU ... Besides , the MOIT has expanded access to financial resources, low carbon and green technology transfer for businesses. At the same time, the MOIT has built mechanisms and policies supporting enterprises making efforts to reduce greenhouse gas emissions through new mechanisms on climate change such as carbon trading, carbon credit exchange.
In addition, the MOIT has attached importance to the organization and implementation of the Prime Minister's Decision No. 598/QD-TTg approving a restructuring plan for the industrial sector in the 2018-2020 period, with a vision to 2025 consisting of some tasks related to green growth, responses to climate change and environmental protection such as applying high technologies in industrial production; linking industrial production with environmental protection and responses to climate change; supplementing and perfecting environmental protection policies for a number of industries which are likely to cause serious environmental pollution; developing, adjusting and implement the system of standards and technical regulations in industrial and environmental sectors in accordance with international standards and practical conditions of Vietnam.
According to the Department of Energy Efficiency and Sustainable Development, the Government should implement mechanisms and policies making the economic development transformation to low carbon green growth both mandatory and encouraging.
